13. <br /> <br />14. <br /> <br />15. <br /> <br />16. <br /> <br />17. <br /> <br />18. <br /> <br />19. <br /> <br />20. <br /> <br />21. <br /> <br />22. <br /> <br />23. <br /> <br />That the application submitted by the Applicant also requests permission to construct a <br />metal accessory structure on the 2.3 acre site. <br /> <br />That the City has previously granted a conditional use permit for a metal accessory structure <br />on a parcel less than 2.5 acres in size, however, prior to the extension of 153rd Avenue <br />N.W., the subject parcel was 5 acres in size. In addition, the subject parcel is located in an <br />area where the surrounding parcels range in size from 2.5-10 acres and qualify for a metal <br />accessory structure. <br /> <br />That the parcels adjacent to the Applicant's property are 2.3 acres in size and do not qualify <br />for metal accessory structures. <br /> <br />That the proposed maintenance of horses on the subject property will not be hazardous or <br />disturbing to existing or future neighboring uses. <br /> <br />That if approved, the erection of a metal accessory structure on the subject property will not <br />be consistent with past and current enforcement policies for parcels similar in size. <br /> <br />That the proposed maintenance of horses on the subject property will not substantially <br />adversely impair the use, enjoyment or market value of any surrounding property. <br /> <br />That the proposed maintenance of horses on the subject property will not create excessive <br />additional requirements at public cost for public facilities and services and will not be <br />detrimental to the economic welfare of the community. <br /> <br />That the proposed maintenance of horses on the subject property will not involve uses, <br />activities, processes, materials, and equipment that will be detrimental to any persons, <br />property, or the general welfare by reason of excessive production of traffic, noise, smoke, <br />fumes, glare or odors. <br /> <br />That if granted, the conditional use permit to maintain horses on the subject property will <br />not confer on the Applicant a special privilege that is.denied by City Code to other lands in <br />the same district under the same conditions. <br /> <br />That the City of Ramsey Horse Care Board met on October 21, 1992 and recommended <br />approval of the request to maintain horses on the subject property. <br /> <br />That the City of Ramsey did receive an anonymous letter in opposition to the request to <br />maintain horses on the subject property. <br /> <br />The motion for the adoption of the foregoing resolution was duly seconded by Councilmember <br />Beyer and upon vote being taken thereon, the following voted in favor thereof: <br /> <br />Mayor James Gilbertson <br />Councilmember Glen Hardin <br />Councilmember Sheila Beyer <br />Councilmember Kenneth Peterson <br /> <br />and the following voted against the same: <br /> <br />None <br /> <br />and the following abstained: <br /> <br />None <br /> <br /> <br />
