I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />J <br /> <br />I0. <br /> <br />11. <br /> <br />12. <br /> <br />13. <br /> <br />14. <br /> <br />15. <br /> <br />16. <br /> <br />17. <br /> <br />~ha~: the City of Ramsey has established a position that when a site receives <br />disc~-fled materials and transfers those materials to another site for processing into a <br />prodhct with end value, the site where those materials are received is considered to <br />' ~l~e a solid waste management facility for which a conditional use permit is required. <br />Additionally, wholesale operations is neither a permitted principal use or accessory <br />t~se · the Industrial District, and therefore a conditional use permit is also required <br />:this type of activity. <br /> <br />'I~hat the Applicant is in compliance with MPCA rules and Anoka County <br />Haz ~_ardous Waste regulations as it pertains to the collection of waste oils and the use <br />'df solvents relating to the disassembly of engines and tranmissions activities on Lot <br /> <br />· ~tat the building plans have been drafted and the Applicant has stated his intent to <br />provide for continued compliance with all pertinent regulations relating to the <br />e011eCtion of waste oils and the handling of solvents if the disassembly of engines <br />Md mmsmission activities are approved for Lots 2 and 3. <br /> <br />'I~at the proposed use will not substantially adversely impair the use, enjoyment or <br />market value of any surrounding property. <br /> <br />That the proposed use will not create excessive additional requirements at public <br />e0st for public facilities and services. <br /> <br />That r~the proposed use will not involve uses, activities, processes, materials and <br />e~uipment and conditions of operation that will be detrimental to persons, property <br />o~ the general welfare by reason of excessive production of glare, noise, traffic, <br />smoke, fumes or odor. <br /> <br />Th. at the proposed usc will not be unduly dangerous or otherwise detrimental to <br />pe~rso~s residing or working in the vicinity or to the public welfare. <br />.. at ~e proposed usc will be consistent with the intent and purposes of Chapter <br /> 3.04 (Conditional Use Permits) of the Ramsey City Code. <br /> <br />Th~at if granted, the Applicant has stated no opposition to extending the terms of the <br />¢0ndifional use permit to Lot 4, Blcok 4, Gateway North Industrial Park Plat #2. <br /> <br />The mo0onlfor the adoption of the foregoing resolution was duly seconded by <br />Councilmember Beyer and upon vote being taken thereon, the following voted in favor t <br />thereof: <br /> <br /> _C0unc~lmember Sheila Beyer <br /> ~tm~ilmember Kenneth Peterson <br /> Couneilmember Gerald Zimmerman <br /> Counc'ilmember Glen Hardin <br /> <br />and the following voted against the same: <br /> <br /> NOne <br /> <br />and the foilowing abstained: <br /> <br />None <br /> <br /> <br />
