BE IT RESOLVED BY THE CITY COUNCIL OF THE <br />I CITY OF~A~MSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> 1. Thai ~e Applicant appeared before the Planning and Zoning Commission for a public <br />I bern'hAig .Pi~l~rsuant to Section 9.03.04 of the Ramsey City Code on October 5, 1993 and that <br /> said ~bl~ hearing was properly advertised and that the minutes of said public hearing are <br /> hereb~ ind°rporated by reference. <br />I 3. That:t~e s ~fibject parcel is approximately 2.4 acres in size. <br />iO 4. That~e~[ sabject~r parcel is zoned R-1 Rural Residential. <br /> 5. That tl~e s ~.ttrrounding parcels are also zoned R- 1 Rural Residential. <br /> <br /> I 6. That ~eti~n 5.09.05 of the Ramsey City Code states that a maximum of 2 horses may be <br /> main~n~l on a pa.rcel ranging in size from 1.5 acres to less than 3.0 acres with a <br /> cona n use <br /> I 7. That i~t .i!0n 5.09.04 of the Ramsey City Code states that no stable or barn that houses <br /> horso~ ~ma~ be located within 50 feet of a place of human habitation. <br />I 8. That .8~cti~n 9.20.11 of t e Ramsey City Code states t at no buildings housing animals <br /> may be[ wi!hin 75 feet of neighboring property lines. <br /> 9. That '.~ A2Pplicants have submitted a site plan which indicates that there is a run-in shed <br />I that ~tvid~ s shelter for the horse that is located approximately 150 feet from the home and <br /> 52 fe~t~o~ the neaarest property line. <br /> I 10. <br /> That ~ si~ plan submitted also indicates that there is approximately one (1) acre of fenced <br /> roami~ ar~a on the property. <br /> That are <br /> 11. there, other similar permitted conditional uses within the R-1 Rural Residential <br /> Distri¢ ! . <br /> I 12. That wl~ile~th~s horse on this particular property may be potentially disturbing to existing <br /> neigh~s, R appears that the Applicant is extending their best effort to reduce or extinguish <br /> i O the coil~fi~i~s:t 'i which result in a disturbing situation. <br /> 13.
