Couneilmember Hardin introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION g94-02-044 <br /> <br />RESOLUTION AUTHORIZING ENTERING INTO AGREEMENT WITH ANOKA <br />ELECTRIC COOPERATIVE (AEC) FOR UTILITY BILLING SERVICES <br /> <br /> WHEREAS, the City of Ramsey currently owns, operates and maintains its own utility <br />systems; and <br /> <br /> WHEREAS, the costs in conjunction with providing those utility systems are bom by the <br />uses through payment of utility billings; and <br /> <br /> WHEREAS, the City of Ramsey cun'ently bills the utility services in-house on a quarterly <br />basis; and <br /> <br /> WHEREAS, any large increases on the demand of the current billing system would <br />require major cosily upgrades in computer hardware and software; and <br /> <br /> WHEREAS, Anoka Electric Cooperative (AEC) has developed a new billing system <br />which provides the same types of information as our current system and could also be utilized to <br />bill the City's utility charges; and <br /> <br /> WHEREAS, AEC currently sends out a billing monthly to all of the Ramsey properties <br />currently on the utility system; and <br /> <br /> WHEREAS, AEC has utilized the City's utility billing information to test the reliability of <br />their new system; and <br /> <br /> WHEREAS, utilizing AEC for billing would provide an added service to the customer by <br />being able to pay a number of utility bills with one check, in one envelope, to one entity; and <br /> <br /> WHEREAS, it would be cost effective and maximize effectiveness by using processes <br />and technology already existing at AEC. <br /> <br />NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />1) <br /> <br />That the City Administrator is hereby authorized to enter into a three year billing agreement <br />with Anoka Electric Cooperative effective with the quarter ending March 31, 1994 under <br />the options detailed below and further incorporated into a formal agreement: <br /> <br />SUBSCRIPTION FEE (One <br />* Existing AEC Member (M) <br />* Non-AEC Member (NM) <br /> <br />time charge on new accounts after 3/31/94) <br /> $1.25 (for each new M account added) <br /> $4.90 (for each new NM account added) <br /> <br />TRANSFER CUSTOMER (One time charge each billing cycle): <br />(option <br />* ABC M Transfer with Meter Reads $2.75 (for each Izansfer with meter read) <br />* NM Transfer with Meter Reads $6.40 (for each transfer with meter read) <br /> <br />COST OF PRODUCING A BILLING STATEMENT PER BILLING CYCLE: <br />Comolete Billing Service: (see ngl[~ l~low): <br />* l~xlsting AEC2 Member (M) $ .30 (for each M bills produced) <br />* Non AEC Member (NM) $ .85 (for each NM bills produced) <br /> <br /> <br />
