19. That the proposed use will be disturbing to existing or future neighboring uses and the rural residential character of the neighborhood because of the size and number of vehicles and equipment involved, and the type of traffic and noise generated by said vehicles and equipment. 20. That the proposed use will not be a substantial improvement to the property in the immediate vicinity and to the community as a whole. 21. That the proposed use will not create excessive additional requirements at public costs for publio facilities and services, and it will not be detrimental to the economic welfare of the community. 22. That as proposed, the proposed use will involve the use of vehicles and equipment that will be detrimental to the serenity and peacefulness of the residential neighborhood by reason of production of traffic, noise and adverse visual impact resulting from the number of large, commercial vehicles and equipment involved with the use. 23. That the proposed use will not be consistent with the intent and purposes of Section 9.03.04 (Conditional Use Permits) of the Ramsey City Code. 24. That the Applicant's attorney has stated that employees do come and go from the Subject Property. The motion for the adoption of the foregoing resolution was duly seconded by Mayor Gilbertson and upon vote'being taken thereon, the following voted in favor thereof: Mayor James Gilbertson Councilmember Glen Hardin Councilmember Kenneth Peterson Councilmember Sheila Beyer Counci'lmember Gerald Zimmerman and the following voted against the same: None and the following abstained: None and the following were absent: None whereupon said findings of fact were declared duly passed and adopted by the Ramsey City Council this the 22nd day of August, 1994.
