Further discussion: Chairperson Elvig requested further information regarding the relaying of <br />CBMH No 7. City Engineer Jankowski explained he drafted the specifications and sent them to <br />the technician to complete the plans. He has not received the original specifications back yet to <br />determine if the error was on his part of the technician's part. Chairperson Elvig indicated he has <br />always been mindful of the pace associated with the growing City. He stressed the need to be <br />aware of the effects of the City's growth. <br /> <br />Motion carried. Voting Yes: Chairperson Elvig, Councilmembers Pearson and Olson. Voting <br />No: None. Absent: CouncilmemberCook. <br /> <br />Further discussion: Councilmember Pearson inquired how often there is a situation like the <br />manhole that was buffed. City Engineer Jankowski replied this portion of street was likely <br />constructed in the 1970's. The location of the pipe in the field did not match the original plans. <br /> <br />Case #5: Consider Request for Additional City Funding for Improvement Project 05-27 <br /> Welcomes Road Street Grading and Paving Improvements <br /> <br />Moved up in the agenda to precede Case No. 1. <br /> <br />COMMITTEE INPUT <br /> <br />Potassium Street Properties - First-Right-of-Refusal <br /> <br />Public Works Director Olson reviewed that staffwas directed to pursue first-right-of-refusal with <br />properties in relation to Potassium Street and the long cul-de-sac included in the National <br />Growth site. He provided the Committee with a map depicting three potential properties for the <br />City to pursue first-right-of-refusal, and requested input from the Committee. <br /> <br />Chairperson Elvig stated he firmly believes the City needs to consider this first-right-of-refusal. <br />The Council approved this development going forward with urban density side by side. He <br />expressed concern regarding the effects if there were to be a fire in this area. <br /> <br />Fire Chief Kapler stated he has spoken about single accesses and long cul-de-sacs, and has tried <br />to make the point that there are tradeoffs. The City has been dealing with clustering subdivisions <br />that include urban densities in a rural environment, where water will still need to be trucked in. <br />This area will have hydrants, which is very important. He noted concerns associated with <br />something happening in an area that is landlocked. <br /> <br />Chairperson Elvig questioned if the townhomes in this area, which are 15 feet apart but are not <br />required to include the fire suppression required in connected townhomes, would be more <br />vulnerable in a fire than connected townhomes. <br /> <br />Fire Chief Kapler replied he does not believe there would be more of a risk with the townhomes <br />that have a 15-foot separation. <br /> <br />Public Works Committee / May 16, 2006 <br /> Page 14 of 16 <br /> <br /> <br />
