Councilmem~er Hardin introduced the following resolution and moved for its adoption: RESOLUTION g94-10-237 A RESOLUTION ADOPTING FINDINGS OF FACT #0369 RELATING TO A REQUEST!FOR A CONDITIONAL USE PERMIT TO EXPAND AN OUTDOOR RECREATIONAL FACILITY IN THE INDUSTRIAL DISTRICT WHEREAS, KRS Investments, Inc., hereinafter referred to as "Applicant", has properly applied for a~ Conditional Use Permit to expand the outdoor recreational facility in an Industrial District at 14622 Ferret Street N.W. to include a golf driving range on the property generally legally des "¢fi~ as follows: Lot i, Block 1, HY-10 RAMSEY, Anoka County, Minnesota; and That part of the Southwest Quarter of the Northeast Quarter of Section 29, Township 32, Range 25, lying northeasterly of T.H. #10 and #169, except road, subject to easement of record. (the "Subject Property") NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: That t~he Applicant appeared before the Planning Commission for a public hearing pursuant to SeCtion 9.03.04 (Conditional Use Permits) of the Ramsey City Code on October 4, 1994 and tfiat said public hearing was properly advertised and that the minutes of said public hearing are hereby incorporated as a part of these findings by reference. o That the subject property is zoned Industrial and consists of two lots totalling apprOXimately 9 acres (4.7 acres and 4.3 acres) located on the north side of the existing Gamefime Sports Park facility. ..~ That t, he Applicant has signed a purchase agreement for Lot 1, Block 1, Hy-10 Ramsey that is contingent upon the successful acquisition of the adjacent property to the west currenfly in taxtforfeiture proceedings and the City's approval of a conditional use permit application to develop the lots with a golf driving range. That the adjacent properties to the north and west are also zoned Industrial and the adjacent property to the east and the property on the south side of Hwy. #10 N.W. is zoned B-3 HighWay Business. That on April 26, 1988, the City Council issued a conditional use permit to the Subject Property for the establishment of an outdoor recreational facility in the Industrial District that would include miniature golf, go-cart track, bumper boats and roller rink. That on April 26, 1994, the City Council issued a conditional use permit to expand the recreational facility to include batting cages. That the Applicant is proposing acquire the adjacent 10 acres and expand the outdoor recreational use by the addition of a golf driving range. That the Applicant has submitted a site plan for the facility prepared by LHB Engineers and Architects dated 9/10/94 which shows the area proposed for the golf driving range. 9. That access to the recreational facility will continue to be from Ferret St. N.W.
