The~llowing criteria have been identified for determining the appropriate use of a PUD: <br /> <br />High Quality Design and Comvatibilitv with Surroundin~ Land Uses <br /> <br />The development proposes to meet the requirements for architectural standards in design and <br />proposes variety of detached and attached two-unit, three-unit, and multi-unit structures. <br />Concerning compatibility with surrounding land uses, the northern portion of the site is across <br />from R-2 and the west portion of the site is wetland and park. The southern portion of the site is <br />existing single-family homes, and Staff has requested a reduction of density in this area. <br /> <br />Provision of a Wider Ranee of Housine Tvpes, Prices Ranges. and S Wles <br /> <br />The proposed development provides more variety than a typical single-family or attached <br />townhome development. The styles of the homes will vary as well. It is unclear whether this <br />development will offer a wide array of price ranges. <br /> <br />Public Amenities and Open Spaces <br /> <br />The proposed development offers 50% private open space, including the wetland buffer and <br />stormwater ponds, which meets the requirement in City Code. The site also offers 36% of its <br />space for active open space and recreation. <br /> <br />The plat proposes to develop multiple trail connections throughout the parcel and offers public <br />access to the existing wetland. This development exceeds City Code requirements for the <br />provision of pedestrian walkways and active and passive green space. <br /> <br />Preservation of Natural Amenities and Scenic Qualities <br />The proposed development is planning to preserve 63% of the existing tree cover. The wetland is <br />buffered, as required by City Code and amenities are proposed such as picnic areas and gazeboes <br />overlooking the wetland. The scenic qualities of the wetland and park area will be emphasized by <br />the wetland buffer. <br /> <br />Recommendation: <br /> <br />Based on analysis of the criteria for rezoning to Planned Unit Development, staff recommends <br />approval of the rezoning to planned-unit-development for the plat, as revised to reflect the <br />comments in the preliminary plat and comprehensive plan amendment. <br /> <br />104 <br /> <br /> <br />
