(b) Trees reduce storm water runoff and the costs associated <br />therewith and aid in the replenishment of groundwater <br />supplies. <br /> <br /> Subd. 4. Definitions. The following words and terms, wherever <br />they occur in the Tree Ordinance, shall be construed as herein defined. The word "shall", <br />where used within the Tree Ordinance, indicates a mandatory action. Words not defined <br />shall be interpreted in accordance ~vith definitions in any standard dictionary. <br /> <br /> Abuse - Any action that does not follow good arboricultural practices. <br />Abuse also includes damage inflicted upon roots by machinery, changing the natural <br />grade above the root system or around the trunk, changing drainage patterns around the <br />tree, destruction of the natural shape of the tree or any action wkich causes infection, <br />infestation or decay. <br /> <br />Alter - To change the appearance or function:of a tree. <br /> <br /> Applicant - A person who is applying for a license, certification or permit <br />as required by this chapter. <br /> <br /> Approval - Approval means written approval pursuant to a duly executed <br />application for approval made on a form promulgated by the City. <br /> <br /> Berm - An earthen mound designed to provide visual interest, screen <br />undesirable views, and/or decrease noise. <br /> <br /> Boulevard That part of thc property not covered by sidewalk or other <br />paving, lying between the property line and thc curb line of any street. In the absence ora <br />curb, the curb line of a street shall be deemed to be the edge of that portion of the public <br />fight of way maintained and open to the use of thc public for purposes of public travel. <br /> <br /> Caliper - The diameter, in inches, of the trunk of a tree taken 6 inches <br />above the ground up to and including 4-inch caliper size, and 12 inches above the ground <br />for larger sizes. <br /> <br /> Canopy Coverage - The horizontal extension of a tree's branches in all <br />directions from its trunk. <br /> <br /> Certified Arborist - Any person holding a valid and current arborist <br />certification as issued by the International Society of Arboriculture (ISA.). <br /> <br /> Certified Forester - Any verson holdlnu a valid aod current forester <br />certification as issued bv the Society of American Foresters (SAF). <br /> <br />127 <br /> <br /> <br />
