City Tree Policy - A manual, developed and maintained by the City, <br />which contains the standards and specifications for sound arboricultural practices, <br />techniques and procedures which shall be applicable to all public trees in Ramsey. This <br />includes but is not limited to tree selection, planting, priming, alteration, treatment, <br />protection, and removal. <br /> <br /> Clearing - The removal of vegetation from a property, whether by cutting <br />or other means. <br /> <br /> Community Forest - The collection of trees, shrubs, other vegetation and <br />associated natural features that make up the city tree canopy and its growing zone. <br /> <br /> Community Forestry - The ecology of native and non~indigenous <br />plantings creating a forest in the human living environment, and emphasizing the practice <br />of wise professional planned management of all tree resources within an urban area. This <br />would include trees in public streets, public areas, and on private property to provide for <br />multiple use benefits for the general well being of the entire community. <br /> <br /> Community Forestry Program - All of those City resources, time and <br />efforts directed toward the development and maintenance of a safe, healthy, aesthetically <br />pleasing and fully stocked population of public trees. <br /> <br /> Crown - The leaves and branches ora tree or shrub; the upper portion of a <br />tree from the lowest branch on the trunk to the top. <br /> <br /> Designee - The person designated by the City to carry out specific duties <br />outlined in this chapter. <br /> <br /> Developer. - The owner of the land or person who is the applicant for <br />alteration of the land. <br /> <br /> Development Activity - Any alteration of the natural environment that <br />requires the approval of a development or site plan and issuance of a development permit. <br />Development Activity shall also include the "thinning" or removal of trees from any <br />undeveloped land, including that carried out in conjunction with a forest management <br />program, and the removal of trees incidental to the development of land or to the <br />marketing of land for development. <br /> <br /> Development Regulations - The adopted regulations provided for the <br />subdivision and development of real property within the City of Ramsey, as amended <br />from time to time by the City. <br /> <br /> Diameter at Breast Height (DB}I) - The diameter of a tree at a height of <br />54 inches above the ground. <br /> <br />128 <br /> <br /> <br />
