Preliminary Plat: Amber Ridge 2"a Addition
June 29, 2006
3 of 4

Utilities: All lots are proposed to be served by municipal sewer and water. An existing sanitary
sewer is available to service the lots in the proposed plat. Sanitary sewer lateral charges will be
collected in addition to sanitary sewer trunk charges at the time of final plat. An eight inch
watermain is proposed to be installed to service the lots in this plat. Watermain trunk charges
will be collected at the time of final plat. The water hydrant at the north end of the plat should
remain and not be relocated as proposed in 'the utility plan.

Tree Preservation and Planting Plan: A tree inventory and preservation plan, dated May 15,
2006, has been submitted. There are roughly fifty (50) trees on the site, a majority of which are
Siberian Elms, a non-native, invasive species. Approximately one-fifth of the trees on site will
be preserved, including multiple Bur Oaks, a Hackberry, and a couple of American Elms, all of
which are preferred species for this area. Tree save fencing must be installed prior to any
construction activity on site. Where feasible, under~owth vegetation and smaller trees (those
not required to be shown on the plan) should be retained.

Each lot is also required to have two (2) trees installed in the front yard. O~,erall, the plantings
should consist of no less than twenty-five percent (25%) deciduous and no less than twenty-five
percent (25%) coniferous trees. Minimum tree size at installation shall be one (1) inch caliper
for deciduous trees and five (5) feet in height for conifers. A landscaping plan must be submitted
that indicates the number of trees to be installed, species (Latin nomenclature and common
name), size, and type of root. The plan should also include planting specifications for both tree
types.

Density Transition: The subject property is bounded on the north and east by low density single
family urban lots and density transifioning will not be required.

Wetlands: Any wetlands present on the property must be delineated on the preliminary plat and
encumbered with drainage and utility easements on the final plat. The plans submitted do not
identify any wetlands on the property.

Park Dedication: The Park Commission met on February 9, 2006 and recommended a cash
payment to satisfy park dedication requirements. The current cash requirement is $2,400.00 per
unit. The Commission also directed Staff and the Developer to investigate the feasibility of a
boardwalk connection from T.H. #47 trail to Waco Street, across City property and wetland.

Trail Fee: The plat will be subject to Trail Fees and they must be paid prior to release of the final
plat for recording. The current rate is $580.00 per unit; the rate in effect at the time of final plat
approval will be utilized. There is an existing bituminous trail parallel to the plat along T.H.
#47; no further trail construction is required,

11
