6. The type of density transition, as required by Section 9.20.05 Subd 3. c of City Code, <br />that will be utilized as part of the land use shall be identified and approved by the City <br />Council. <br /> <br />StaffResponse: The adjacent land uses to the north and east are low density <br />residential; the property to the south is zoned R~2 Medium Density Residential <br />and is undeveloped; T.H. #47 borders the property on the west. No density <br />transitioning is required according to City Code. <br /> <br />No urban development, other than cluster subdivisions as allowed by Section 9.20.11 <br />of City Code, will be considered north of Trott Brook until the completion of the <br />Comprehensive Plan Update. <br /> <br /> StaffResponse: The property is located south of Trott Brook in the urban service <br /> area. <br /> <br />The sketch plan was reviewed by the Planning Commission and City Council on February 2 and <br />February 21, 2006, respectively. Both were of the opinion that development of the property with <br />low, rather than medium, density residential was preferable given existing development in the <br />area. <br /> <br />Recommendation: <br /> <br />Based on the previous comments of the Planning Commission and City Council, and the fact that <br />the proposed Comprehensive Plan amendment complies with the Interim Policy for <br />Comprehensive Plan Amendments, City Staff recommends approval of the request. <br /> <br />Commission Action: <br /> <br />Motion by Commissioner and seconded by Commissioner to recommend <br />that City Council approve the request to amend the Comprehensive Plan and designate the future <br />land use of Outlot B, Amber Pddge as Low Density Residential. <br /> <br />Reviewed by: <br />Community Development Director <br />City Engineer <br /> <br />PC: 07/10/06 <br /> <br />Copies to: <br />City Attorney <br /> <br />15 <br /> <br /> <br />
