area for five lots, and since it is single-family all around it, they felt that was the best use for the
property. H stated it is against the sound barrier for Highway 47, with a wetland to the south.

Dave Burton, 1456 Waco Street Northwest, stated he is not opposed to this, but wanted to remind
the Planning Commission of the history of this parcel. He indicated it was the low spot of the
area. He stated when Amber Ridge was built it was raised eight f~et, and put water into his
basement. He indicated that the City Engineer worked with him, and put up a berm, etc., which
rectified the problem, but if this project removes those measures he wants to address where the
drainage will go.

Assistant Community Development Director Frolik indicated there is a comment in the Staff
Letter addressing those issues. She stated that if they are going to build on this site the developer
will need to address where the drainage goes.

Motion by Vice Chairperson Johnson, seconded by Commissioner Brauer to close the public
hearing at 10:00 p.m. :

Motion Carded. Voting Yes: Vice Chairperson Johnson, Commissioners Brauer, Cleveland,
Shepherd, and Van Scoy. Voting No: None. Absent: Chairperson Nixt, and Commissioner
Levine.

Commission Input

Vice Chairperson Johnson indicated that the sketch plan looks fine, but reiterated that the
applicant will need to look at drainage.

Commissioner Brauer stated that it is refreshing that it fits right in with the neighborhood.
Commissioner Van Scoy asked if a variance will be needed for the cui-de-sac.

Assistant Community Development Director Frolik indicated that one would be needed.

Commissioner Van Scoy asked if there is any way to put emergency access on the site.

City Engineer Jankowski indicated that they do not like to put emergency access because
someone will try to use it. He stated he thinks they would rather live with a little longer cul-de-
sac.

Commissioner Shepherd asked if there is a privacy fence along Highway 47.

Mr. Olson stated that it ends just short of this property. He added there is also a trail that could
be used in an emergency.

Case #9 Request for Sketch Plan Review of Ebony Addition; Case of City of Ramsey

Planning Commission/February 2, 2006
