he wants to bring up the development north of Alpine, which was medium density. He <br />talked about other areas of development and bad transitions. He stated that the extension <br />to Alpine does not seem to be thought through. He asked when the EIS will be done. <br /> <br />Chris Weiss, 5907 151st Lane, indicated that right now there is only one way in, which <br />could be a huge issue with traffic and emergency response. He stated this is proposing to <br />double the number of homes in the area and putting that traffic on their development. He <br />indicated that most of them have three-quarter acre lots. He stated they would like to see <br />single-family homes to make a better transition. <br /> <br />Mr. Weiss indicated that another concern is walking. He stated they have a high number <br />of children that walk to school, and they would be compounding the traffic problems with <br />this large development. He indicated that most of the homes on 151st have large <br />setbacks. He stated if you put these townhomes on the road it will block their view and it <br />does not match the neighborhood. He indicated he has concerns about drainage. He <br />stated that some of those issues have been brought up and are being addressed, but by <br />changing the topography and putting the road so close it Will cause more problems. He <br />indicated there are numerous easements on the edge of his property, and some of the <br />townhomes seem like they would be on easements, also. He stated he did not think you <br />could build on easement. <br /> <br />Wayne Olson, 5830 151st Lane, indicated he lives across the street, and he and his wife <br />are the lucky people that will get to look at the back sides of these townhomes. He stated <br />they will be in his front yard, which is not a pleasant thought. He indicated the City <br />Council deemed this property low density, and now the Planning Commission is <br />considering changing it to medium density, which does not seem appropriate to him. He <br />stated that traffic from 59 tm/ts to a road that at one time was a cul-de-sac is bad. He <br />indicated that previously 30 houses were added to the end of the cul~de-sac, which <br />increased traffic by 400%. He asked what 60 more houses would do to traffic. He stated <br />that every day he sees a lot of kids walking to school, and now the Planning Commission <br />is talking about increasing traffic 800% more. He added that taxes do not go down, they <br />just keep going up. <br /> <br />Mr. Olson stated that his wife and he are in real estate, and have a few properties. He <br />indicated that his taxes went up 10%, but decreased in value relative to other <br />communities because there are too many properties for sale in Ramsey. <br /> <br />Vice Chairperson Johnson indicated that to be clear, the way the ordinance and laws are <br />structured, there is a Comprehensive Plan for Ramsey. He stated that if someone wants <br />to change that, they have to go to the Planning Commission, then to the City Council, and <br />if the City Council agrees, it goes to the Metropolitan Council for approval. He indicated <br />that this is the first step in the process. He stated that the Planning Commission has not <br />given their recommendation to the City Council yet, and Staff is recommending that they <br />do not give a recommendation at this time. <br /> <br />41 <br /> <br /> <br />
