<br />expressly prohibited in the Town Center District. This area will include uses that are not <br />supported by the pedestrian friendly environment, but are complimentary to the Town Center <br />District. He noted theaters are included in the permitted uses, but this may not want to be <br />encouraged in this area as well as the Town Center area. He questioned if a public utility <br />building, which is also listed as a permitted use, will be desirable in this area. <br /> <br />Associate Planner Geisler replied a public utility structure could include a small well house, and <br />they may not want to totally eliminate this in the permitted uses. <br /> <br />Chairperson Nixt suggested the permitted use of restaurants be changed to state restaurants and <br />other food establishments that include drive-thru accessories. He suggested this area should <br />include more of the convenience type food as opposed to a sit down type of establishment. <br /> <br />Commissioner Brauer stressed the importance to be careful about the marketing and what <br />establishment is located in this area. He stated the type of big box that goes in this area will <br />establish the character for the whole area. He suggested they may not want the performance <br />standards to be restricted to the more rigid standards of Town Center, but they may want them to <br />meld with Town Center a little better, possibly incorporating the Town Center Architectural <br />Committee to provide input. <br /> <br />Chairperson Nixt suggested the need to provide parameters to fall back on while driving diversity <br />of utilization in the area and not being locked into rigid limits. <br /> <br />Associate Planner Geisler replied the RFP process will provide that ability. The Council will <br />have access to more detail about the types of uses, and the master site plan will allow more <br />control over the types of uses that would be on the site. <br /> <br />Commissioner Trites Rolle questioned if this area will be required to fit into the concept and <br />vision for Town Center and Associate Planner Geisler responded in the affirmative. <br /> <br />Chairperson Nixt noted the need to include some type of pedestrian overpass or tunnel to connect <br />into the pedestrian friendly environment of Town Center. He commented this will need to be <br />articulated in the RFP. <br /> <br />Commissioner Van Scoy questioned how the B-3 District is tied into the TC-2 or Town Center <br />concept. <br /> <br />Associate Planner Geisler replied the Town Center concept plan did not include detail on this <br />side of Armstrong; the zoning district for Town Center included this area, but it was not part of <br />the concept. This area should be complimentary to Town Center. <br /> <br />Commissioner Van Scoy stated it is a perception that this area fits with Town Center, but it is not <br />in writing. If this area will be complimentary to Town Center it should be stated. He stressed <br />that it should either be clear that there is a connection or there is not a connection between this <br />area and Town Center. <br /> <br />Planning Commission/June 1,2006 <br />Page 17 of 19 <br />
