Councilmember Zimmerman inlroduced the following resolution and moved for its adoption: <br /> RESOLUTION gO5-04-076 <br /> <br />A RESOLUTION ADOPTING FINDINGS OF FACT #0375 RELATING TO A <br />REQUEST FOR A CONDITIONAL USE PERMIT FOR A GROUP FOSTER <br />HOME. <br /> <br /> WHEREAS, Patrick J. McLafferty, hereinafter referred to as "Applicant", has properly <br />applied for a Conditional Use Permit for a Group Foster Home on the property generally known as <br />7321 154th Lane N.W. and legally described as follows: <br /> <br />The south 240 feet of the north 480 feet of the west 225 of the east 850 feet of the <br />Southeast Quarter of the Northeast Quarter of Section 21, Township 32, Range 25, in <br />Anoka County, Minnesota. Said distance being measured parallel with the east and north <br />lines of said Southeast Quarter of Northeast Quarter (subject to an easement for road <br />purposes over the south 33 feet thereof) together with an easement for road purposes over <br />the following described legal - a 66 foot wide road easement over and across the Southeast <br />Quarter of the Northeast Quarter of Section 21, Township 32, Range 25, in Anoka County, <br />Minnesota. The centerline of said easement being described as follows: Beginning at a <br />point on the east line of said Southeast Quarter of Northeast Quarter. Said point being 480 <br />feet south of the northeast comer thereof, thence west and parallel to the north line of said <br />Southeast Quarter of Northeast Quarter a distance of 1,085 feet to a point thereinafter <br />referred to as Point A, thence south and parallel to the east line of said Southeast Quarter of <br />Northeast Quarter a distance of 451.93 feet, thence southeasterly on a curve to the left <br />having a radius of 100 feet and a central angle of 88 degrees 53 minutes a distance of <br />155.13 feet, thence east and parallel to the north line of said Southeast Quarter of Northeast <br />Quarter a distance of 986.93 feet to the east line of said Southeast Quarter of Northeast <br />Quarter and there terminates said road easement to also include a mm around which is <br />bounded by a circle having a radius of 60 feet and its centerpoint at above mentioned Point <br />A. <br /> <br />CITY <br />1. <br /> <br />4 <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE <br />OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />That the Applicant appeared before the Planning and Zoning Commission for a public <br />hearing pursuant to Section 9.03.04 (Conditional Use Permits) of the Ramsey City Code <br />on March 7, 1995 and April 4, 1995 and that said public hearing was properly advertised <br />and that the minutes of said public hearing are hereby incorporated as a part of these <br />findings by reference. <br /> <br />That the subject property is approximately one acre in size. <br /> <br />That the subject property is zoned R-1 Rural Residential, which is a single family district. <br /> <br />That by MS462.357, Subdivisions 7 and 8, State licensed residential facilities <br />accommodating 6 or fewer persons is to be considered a permitted use in a single family <br />district and facilities accommodating more than six (6) persons is to be considered a <br />permitted use in a multi-family district. <br /> <br />That the Applicant is proposing to increase the number of youth in the group foster home to <br />eight (8). <br /> <br /> <br />
