<br />alternative road configurations, staff has decided that the proposed road configuration most . <br />closely meets the City Code by providing future street connections and, over time, reducing the <br />overall access points to Nowthen Boulevard. The current plan does not include a temporary cul- <br />de-sac, which would provide a turnaround for the proposed development. One of the <br />contingencies of approval recommended by staff is the installation of a temporary cul-de-sac and <br />conveyance of an access easement to the City across Lots I and 2. The other recommended <br />contingencies are receiving a rezoning to Planned Unit Development and compliance with the <br />City Staff Review Letter dated may 24, 2006, revised June 23, 2006. <br /> <br />City Engineer Jankowski advised staff has made a concession on this plat in allowing the right- <br />of-way immediately adjacent to the county road to be reduced to 45 feet, instead of the typical 60 <br />feet. The pavement width is proposed to be the standard 24 feet. Staff is comfortable with the <br />reduced right-of-way because the proposed Helium Street right-of-way is adjacent to existing <br />right-of-way for the County Road. The public right-of-way is a better alternative than the private <br />road proposed at the sketch plan stage. Mr. Jankowski advised the proposed plat does not <br />indicate a sidewalk on Helium Street; this is generally acceptable to staff due to the requirement <br />to construct a bituminous trail along Nowthen Blvd NW. <br /> <br />Mayor Gamec asked if two lots would still need to be eliminated if there were to be a bubble <br />onto C.R. #5. <br /> <br />City Engineer Jankowski replied both of the lots would be eliminated with the plan submitted. <br /> <br />. <br /> <br />Mayor Gamec indicated he agrees with one access out onto Helium Street. He asked how close <br />the access is to the access across from Lord of Life Church. <br /> <br />City Engineer Jankowski replied the distance is approximately 150 feet. <br /> <br />Mayor Gamec stated he is aware that the church is trying to sell property; he would think this <br />development would speed up the sales of the other parcels. <br /> <br />Community Development Director Trudgeon explained the Stritesky's have approached both <br />property owners several times and have been unable to work anything out. <br /> <br />Councilmember Strommen questioned if there is sufficient right-of-way where the trail is located <br />or if the trail segment could be lost when C.R. #5 is likely widened in the future. <br /> <br />City Engineer Jankowski explained the requirement that developers put the trail on their property <br />is a fairly recent requirement; previously the City allowed trails to be placed on right-of-way. <br />When trails are connected to logical end points that go beyond the plat there is only the option of <br />putting it in the right-of-way. <br /> <br />Councilmember Strommen stressed concern regarding the trail and the likelihood that C.R. #5 <br />will be widened in the future. <br /> <br />. <br /> <br />City Council I June 27, 2006 <br />Page 10 of24 <br /> <br />-26- <br />
