<br />City Engineer Jankowski explained if C.R. #5 is expanded to four lanes there would be an urban <br />section with curb and gutter, and the space that currently has the ditch would be utilized. <br /> <br />Councilmember Elvig stated he does not like the idea of more exits onto C.R. #5, and he is <br />surprised to think, the County would even entertain that option. If the other property owners in <br />this area do not want to get together on this, these are the first people to the table. <br /> <br />Community Development Director Trudgeon advised the motion should include a requirement <br />for a temporary cul-de-sac with conveyance of an access easement across Lots I and 2. They <br />may want to be more specific and include a fourth condition that no building permits can be <br />pulled for Lots I and 2. There needs to be dialogue between staff and the developer regarding <br />whether these lots should be classified as outlots. The County may consider them buildable lots <br />and tax them versus making them outlots. He noted the Meadows subdivision included <br />restrictions within the agreement that Lots I and 2 by the main entrance cannot be built on until <br />the road is extended. He indicated his preference would be to classify Lots I and 2 as outlots. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Pearson, to adopt Resolution <br />#06-06-195 to grant the preliminary plat and preliminary site plan for GAD's Prairie, contingent <br />upon the following items: <br /> <br />1. Receive a rezoning to Planned Unit Development (PUD) <br />2. The installation of a temporary cul-de-sac and conveyance of an access easement to the <br />City across Lots I and 2 <br />3. Compliance with the City Staff Review Letter, dated May 24, 2006, revised June 23, <br />2006 <br />4. Lots 1 and 2 to be classified as outlots <br /> <br />Further discussion: Gary Stritesky, applicant, expressed concern that 23% of the development is <br />eliminated by making Lots 1 and 2 outlots. He stated he would prefer to have a bubble towards <br />C.R. #5. Councilmember Cook noted a bubble towards C.R. #5 will not work with the trail in <br />the right-of-way. Councilmember Elvig suggested the applicant may want to turn Lots I and 2 <br />into one residence and turn it sideways. Mr. Stritesky stated they lost just as much property as <br />the people to the north putting in the street, and this is a little disheartening. They are trying to <br />provide a product for 55+ residents. You cannot sell a townhome in Ramsey for over $250,000, <br />and the fees in Ramsey are double what they are in Otsego. Councilmember Cook replied the <br />Council needs to do what is best for Ramsey's residents with the temporary cul-de-sac. Aaron <br />Stritesky, applicant, expressed concern in being required to pay fees for sewer and water that is <br />not in. Community Development Director Trudgeon indicated staff will clarify this. If the pipes <br />are there lateral fees will be charged; they will not be charged if the pipes are not there. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Pearson, Cook, Olson, and <br />Strommen. Voting No: None.
