<br />Motion by Councilmember Pearson, seconded by Councilmember Elvig, to adopt Resolution <br />#06-06-201 awarding Improvement Project 06-24 Ebony Addition Utility Street and <br />Improvements to Ryan Contracting in the amount of $349,872.54. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Pearson, Elvig, Cook, Olson, and <br />Strommen. Voting No: None. Absent: Councilmember Jeffrey. <br /> <br />Case #11: <br /> <br />Construction Traffic Issues Concerning the Regency Ponds Subdivision <br /> <br />City Engineer Jankowski stated at the June 20, 2006 Public Works Committee meeting, the <br />Committee discussed measures that might be employed to mitigate the traffic impact to the <br />Regency Ponds neighborhood. This neighborhood has been impacted by the closure of the <br />intersection of Bunker Lake and Ramsey Boulevards. Traffic is traveling through the <br />neighborhood to circumvent the intersection closure which is anticipated to remain in place until <br />August I. The Committee discussed possible measures which would restrict the traffic cutting <br />through this neighborhood; however, found legal consideration prevented their implementation. <br />City streets are public spaces which the general public has a right to use providing they do so in <br />compliance with laws and ordinances. While City police can enforce speed limits, they cannot <br />define who is "local" or whether any particular vehicle has a valid reason for using the street. <br /> <br />City Engineer Jankowski advised the Committee recommended a number of measures to be <br />employed within the interim period until the intersection at Ramsey and Bunker Lake <br />Boulevards is reopened to traffic. These measures include the following: (a) increased police <br />patrols within the neighborhood; (b) continued use of the speed trailer within the neighborhood <br />to remind traffic of the speeding concern; and (c) the posting of two temporary all way (three <br />way) stOj signs at the intersections of Kamacite Street and 14Sth Avenue and Kamacite Street <br />and 147 Lane. These stop signs are not intended to control speed through the neighborhood, <br />but rather are being p'laced to emphasize the need to assign right-of-way because the through <br />traffic may be unfamiliar with local traffic conditions. These temporary stop signs shall be <br />removed upon termination of the county road closures. <br /> <br />Councilmember Elvigcommented the Public Works Committee meeting included a lively <br />discussion with very concerned citizens; there are a lot of kids in this neighborhood. Police <br />Chief Way informed the Committee there is not a lot of speeding in the neighborhood, but there <br />is a lot of traffic. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Cook, to ratify the <br />recommendation of the Public Works Committee and to (a) increase police patrols within the <br />neighborhood; (b) continue use of the speed trailer within the neighborhood; and (c) post two <br />temporary all way (three way) stop signs at the intersections of Kamacite Street and 148th <br />Avenue and Kamacite Street and 147th Lane. These temporary stop signs shall be removed upon <br />termination of the county road closures. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Cook, Olson, Pearson, and <br />Strommen. Voting No: None.
