<br />Case #13: Report from Personnel Committee <br /> <br />1) Consider Authorization to Hire a Community Service Officer <br /> <br />Assistant City Administrator Nelson explained as part of the 2006 budget, Council authorized the <br />creation of one new Patrol Officer position. That position was filled internally by Community <br />Service Officer, Christopher Curtis. City Council granted staff authorization to fill the <br />Community Service Officer (CSO) position on May 23, 2006, and an internal recruitment <br />process was conducted. Staff interviewed four internal applicants. Staff is recommending that <br />Melissa Wi strom be hired to fill the CSO position. The recommendation of staff and the <br />Personnel Committee is that staff be granted authorization to hire a Community Service Officer <br />at an hourly wage of$15.30 with a starting date of June 21, 2006 with the understanding that the <br />selected candidate may be asked to assist with community activities prior to the official start <br />date, and that staff be authorized to hire Melissa Wistrom to fill this CSO vacancy, contingent on <br />successful completion of the re-employment physical and drug test results. <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Olson, to ratify the <br />recommendation of the Personnel Committee in Case No.1 to Adopt Resolution #06-06-182 to <br />grant staff authorization to hire a Community Service Officer at an hourly wage of$15.30 with a <br />starting date of June 21, 2006 with the understanding that the selected candidate may be asked to <br />assist with community activities prior to the official start date, and that staff be authorized to hire <br />Melissa Wi strom to fill this CSO vacancy, contingent on successful completion of the re- <br />employment physical and drug test results. <br /> <br />Further discussion: Councilmember Cook stated the City has had very good luck with internal <br />recruitments, and he appreciates staff working on that process. This open position is due to a <br />promotion from an internal recruitment. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Olson, Elvig, Jeffrey, and <br />Pearson. Voting No: None. Absent: Councilmember Strommen. <br /> <br />Case #14: Report from Finance Committee <br /> <br />1) Financing Options for Right-of-Way Acquisition for the Future Northwest <br />Metro Corridor and River Crossing (Boike Property) <br /> <br />Councilmember Elvig explained this case is in relation to the future site for the Northwest Metro <br />Corridor and River Crossing. The recommendation from the Finance Committee after much <br />discussion was to table this discussion and to direct staff to look at how to potentially create <br />revenue for this purchase, and to look at more of the issues involved with how the City would <br />finance this project. <br /> <br />City Administrator Norman explained the larger issues were that the only financing option staff <br />was able to present tonight was an increase in taxes. The Committee expressed concern <br />regarding this and questioned if there were more creative ways to finance the purchase, or if <br />there is the possibility of working out a different type of deal with the Boikes, such as possibly a <br /> <br />City Council / June 13,2006 <br />Page 24 of 26 <br />
