<br />PRESENTATION BY AUDITOR ON THE CITY OF RAMSEY FINANCIAL REPORT <br /> <br />Moved to the agenda of the next Council meeting. <br /> <br />CITIZEN INPUT <br /> <br />Dell Howe, 16471 Sapphire Street NW, stated he represents some of the property owners on <br />Welcomes Road. After much thought the residents have agreed to have their road upgraded and <br />paved, but they have concerns. Mr. Howe expressed the following concerns of the residents <br />regarding the project: <br />. Poor soils in some areas of the roadway could cause premature deterioration of the <br />roadbed. <br />. Heavy equipment related to major construction projects in the area using the road may <br />cause damage to newly paved road. <br />· Increased traffic due to local construction projects may cause early road deterioration and <br />possible property damage. <br />. Possible adverse effect of drainage flow caused by new subdivision in area. <br />. They would like to see a traffic count done after completion of project to compare with <br />2005 count. <br /> <br />Mayor Gamec explained soil borings will be done. The City can watch the traffic, and generally <br />there will be bonds placed when companies do work on the roads. <br /> <br />Public Works Director Olson indicated this road will be built to a 7-ton standard, and will be as <br />strong as the remainder of the residential roads in the City. There is construction traffic on the <br />residential roads in the City. Construction equipment will be needed out there to be able to <br />construct the road. He indicated staff will take the neighborhood's concerns into consideration, <br />and asked if Mr. Howe would like a written response regarding the concerns. Mr. Howe <br />responded in the affirmative. He explained the biggest concern is if the neighborhood pays for <br />the road to be done, and it needs to be done again. <br /> <br />Mayor Gamec stated he cannot speak for future Councils, but his feeling is if the road would <br />need to be redone and it is the fault of the City putting too much heavy traffic out there, it would <br />be the City's responsibility to be sure it is taken care of. He informed Mr. Dell there is a one <br />year warranty on the road, and if the residents see any problems occurring they should contact <br />the Engineering Department. <br /> <br />Public Works Director Olson indicated the construction traffic issues that were raised at the last <br />Council meeting were referred to the Public Works Committee, which meets next Tuesday. The <br />Police Chief will be at the meeting and there will be a discussion of potential issues. He is not <br />certain what could be done from an enforcement perspective to post the road for local traffic <br />only, which is a request the City receives often. However, he is fairly confident this road will <br />have the same maintenance schedule as the other roadways in the City. A letter will be sent out <br />tomorrow to the property owners adjacent to Welcomes Road regarding the Public Works <br />Committee meeting. <br /> <br />City Council!
