Mayor Gamec asked if the Council's decision at the last meeting was in concurrence with the
date determined by the Planning Commission.

Ass't Community Development Dir/HRA Executive Dir. Frolik replied the Planning
Commission recommended approval of the permit, and thought the applicant may be able to
transition from this site in another year. The Council denied the request, and as part of the
motion tonight should set a date for the applicant to have the vehicles off this site.

Councilmember Elvig noted the Council had also directed that staff should try to find the
applicant other areas in the City they could lease.

Councilmember Cook noted the Council had discussed the consideration of a 90-day window for
compliance with the denial. This would allow the applicant until fall to find someplace else for
their vehicles; by that time the supply will be depleted and they will have to look at another place
for their next season of overflow stock.

Councilmember Elvig stated he believes the recommendation was for the applicant to look at
property owned by the City and ACCAP on Highway 10 that could be more appropriate for this
use.

Mayor Gamec suggested the permit request be handled individually, with a recommendation
made to staff to work with the applicant regarding an alternate site. He suggested a timetable be
included with compliance of the denial of the permit; three months would allow until the end of
September.

City Attorney Goodrich advised the first action should be adoption of the findings of fact. He
reviewed finding numbers II through 14 of the amended findings of fact that were distributed to
the Council. He advised the purpose of these amended findings is to deal more with the interim
use.

Motion by Councilmember Cook, seconded by Councilmember Jeffrey, to adopt Resolution #06-
06-176 to adopt the amended Findings of Fact #0766 relating to a request from RV World, Inc.
for an interim use permit for outdoor storage on an unimproved surface on a residentially zoned
property at 14453 Llama St NW.

Further discussion: Cory Moiner, RV World, stated it seems that there is a real hang-up that this
land is zoned residential, but he was told the reason it is zoned residential is because there is no
longer agricultural zoning left in Ramsey, and it is zoned residential by default. He stated this
land is 174 acres and is about the most elusive piece of property left in Ramsey. Ass't
Community Development Dir/HRA Executive Dir. Frolik explained the Comprehensive Plan
guides the property for residential use; the zoning must comply with the Comprehensive Plan.
Mr. Moiner stated in conversation with a staff member he was told there is no longer agricultural
zoning in Ramsey, so by default this piece of land is zoned residential. Community
Development Director Trudgeon indicated he is not certain what relevance agricultural zoning
has to do with this case; even if this land were zoned agricultural it does not allow for RV

City Council / June 13,2006
