Voting Yes: Mayor Gamec, Councilmembers Cook, Elvig, Jeffrey, Olson, and <br />Pearson. Voting No: None. Absent: Councilmember Strommen. <br /> <br />Further discussion: City Attorney Goodrich suggested a work session discussion regarding uses <br />on the City owned property on Highway 10. Councilmember Elvig commented staff has been <br />reluctant in leasing out property on Highway because they do not want the City to be acting as a <br />landlord. However, the opportunities the City has seen so far have been with buildings; it would <br />be easier to be the landlord of a parking lot than a building with issues like heat, electricity, etc. <br />He would like to investigate this type of leasing situation further; it would be better for the City <br />and the State to get revenue off the properties it owns along the highway. Mayor Gamec directed <br />staff to review possible locations for this use and to inform the Council and R V World. <br /> <br />Case #3: <br /> <br />Request for Preliminary Site Plan Approval of ACCAP-Ramsey Town <br />Center Apartments; Case of Anoka County Community Action Program, <br />Inc. <br /> <br />Ass't Community Development Dir/HRA Executive Dir. Frolik stated Anoka County <br />Community Action Program (ACCAP) has submitted an application to develop a five-story, <br />mixed-use building generally located at Sunwood Drive and East Town Center Drive within the <br />Town Center. ACCAP is proposing to construct a 15, 194-square foot building composed of four <br />floors of apartments over a ground floor of retail uses. The building is proposed to be located in <br />front of the Municipal Parking Ramp and west of the new Municipal Center. It will contain 40 <br />apartments, 20 of which will be affordable and 20 which will be market-rate. This project <br />represents the first affordable housing to be developed within the Town Center. Ms. Frolik <br />advised the site is zoned TC-l, and both apartments and retail are permitted within this district. <br />The TC-l District requires a minimum density of 15 units per acre. As proposed, the 40 <br />apartments equate to a density of approximately 111 units per acre. The District also requires at <br />least 70% of the ground floor frontage of all buildings on primary or through streets be reserved <br />for retail, restaurant or other service uses that directly serve the public. The site plan meets this <br />requirement as the entire first floor is proposed to be retail. The TC-l District also requires a <br />Floor Area Ratio of 1.0 for all lots. The proposed building exceeds this requirement. <br /> <br />Ass't Community Development Dir/HRA Executive Dir. Frolik explained the building proposes <br />to utilize the parking ramp for parking spaces for both the apartments and retail uses. City Code <br />requires a total of 136 parking spaces for the proposed uses. The Municipal Ramp has always <br />been expected to serve this building and can accommodate the number of spaces required. An <br />agreement will need to be worked out with the applicant regarding payment of a maintenance fee <br />for the parking spaces for both the apartments and the retail portion of the building. Ms. Frolik <br />indicated the building is proposed to be composed of brick, stucco, and fiber-cement siding. All <br />are permitted materials in the TC-l District. The RTC Technical Advisory committee has <br />reviewed the site plan and has further recommended that a pedestrian pass-through be included <br />in the ground floor of the building to accommodate pedestrian access to the parking ramp. The <br />building will gain access from an alley between the building and the parking ramp. This alley is <br /> <br />City Council! June 13,2006 <br />Page 9 of 26 <br />
