12. <br /> <br />13. <br /> <br />14. <br /> <br />15. <br /> <br />16. <br /> <br />17. <br /> <br />18. <br /> <br />19. <br /> <br />20. <br /> <br />21. <br /> <br />That the Applicant is proposing to limit the classes to eight students per class and encourage <br />car pooling as a means of assuring off-street parking accommodations for a majority of the <br />students. <br /> <br />That the classes have been in session for approximately one year and City Staff reports that <br />no complaints have been received regarding the operation. <br /> <br />That the Applicant has stated that each class takes about 2.5 hours and classes will be <br />conducted 3 evenings and one afternoon per week. <br /> <br />That the proposed use will not be unduly dangerous or otherwise detrimental to <br />neighboring residences. <br /> <br />That the proposed use will not substantially adversely impair the use, enjoyment or market <br />value of any surrounding property. <br /> <br />That the proposed use will be operated and maintained so as to be harmonious and <br />appropriate in appearance with the existing or intended character of the general vicinity and <br />the proposed use will not change the essential character of the area. <br /> <br />That the proposed 'use will not be hazardous or disturbing to existing or future neighboring <br />uses. <br /> <br />That the proposed use will be served adequately by essential public facilities and services <br />such as streets, police and fire protection. <br /> <br />That thc proposed use will not create excessive additional requirements at public cost for <br />public facilities and services. <br /> <br />That the proposed use will not involve uses, activities, processes, materials and equipment <br />and conditions of operation that will be detrimental to any neighboring properties or <br />persons by reason of excessive production of traffic, noise, or odors. <br /> <br />The motion for the adoption of the foregoing resolution was duly seconded by Councilmember <br />Beyer and upon vote being taken thereon, the following voted in favor thereof.' <br /> <br />Mayor Glen Hardin <br />Councilmember Kenneth Peterson <br />Couneilmember S heila Beyer <br />Councilmember Carolyn Beahen <br />Couneilmember Gerald Zimmerman <br /> <br />and the following voted against the same: <br /> <br />None <br /> <br />and the following abstained: <br /> <br />None <br /> <br />and the following were absent: <br /> <br />None <br /> <br /> <br />
