This Section also states that permits shall be issued for a maximum 3 year period. <br /> <br />That the grading plan submitted proposes to export approximately 820,000 yards of sand <br />and import certain topsoil and other organic materials <br /> <br />That the Phasing Han and supporting documentation submitted by the Applicant proposes <br />to export the soils as off-site markets for the sand appear from time to time and is therefore <br />requesting that a permit be issued for a time frame beyond the 3 year limit. <br /> <br />That the Applicant has stated that all exported and imported material would be directed <br />through the identified site to the existing haul road shown on the Phasing Plan; along the <br />railroad mtcks to 153rd Avenue and out to Highway #10. At such time as Inverness <br />extends to Jarvis, a possible altemfive route from Inverness to Jarvis to Highway #10 <br />might be appropriate. <br /> <br />That no blasting will be employed in the grading or excavation activity. <br /> <br />That no excavation will take place within the road right-of-way. <br /> <br />That the existing drainage patterns will not be substantially altered by the proposed grading <br />plan. <br /> <br />That the grading and excavation operation will increase the traffic to the subject property for <br />an extended period of time, but on an intermittent rather than continuous basis. <br /> <br />That the proposed use will not be unduly dangerous or otherwise detrimental to persons <br />residing or working in the vicinity of the use or to the public welfare. <br /> <br />That the proposed use will not substantially adversely impair the use, enjoyment, or market <br />value of any surrounding property. <br /> <br />That the proposed use will not be hazardous or disturbing to existing or future neighboring <br />uses. <br /> <br />That the proposed use will be a substantial improvement to property in the immediate <br />vicinity and to the community as a whole. <br /> <br />That the proposed use will be served adequately by public facilities and services such as <br />highways and streets. <br /> <br />That the proposed use will not create excessive additional requirements at public cost for <br />public facilities and services, and it will not be detrimental to the economic welfare of the <br />community. <br /> <br />That the proposed use ill not involve uses, activities, processes, materials, and equipment <br />and conditions of operation that will be detrimental to any persons, property, or the general <br />welfare by reason of excessive production of traffic noise, smoke, fumes, glare, or odors. <br /> <br />That at the Planning Commission meeting of November 9, 1995, there was some <br />discussion that the haul road described by the Applicant may not be appropriate. <br /> <br /> <br />
