<br />CASE # 1 <br /> <br />PARK DEDICATION FOR SKYLINE POINTE <br />By: Leonard Linton, Civil Engineer <br /> <br />Background: <br /> <br />Minnesota Skylme Partners has submitted the preliminary plat for Skyline Pointe. This <br />development is located in the southwest quadrant of Alpine Drive and County Road 5 <br />(Nowthen Boulevard). They are proposing to develop 59 units on the site. The development is <br />in the Sunfish Lake Recreation District. <br /> <br />Observation: <br /> <br />This project will develop 17 detached townhomes and 42 attached townhomes. The site is 17 <br />acres total with 6 acres covered by wetlands. The project will require a comprehensive plan <br />amendment to allow development of the townhomes. This request is being processed with the <br />preliminary plat. The developer is requesting the project be processed as a Planned Unit <br />Development (PUD). The developer is providing 50% open space, including the wetland <br />buffer and stormwater ponds. They are providing 36% of the space for active open space and <br />recreation. The project is providing sidewalks along the north side of 151" Lane (existing <br />street) and Osmium Street (new internal street). They are also providing internal trails and <br />walks. A trail has been constructed along Nowthen Boulevard and must be maintained. A trail <br />. should be provided on the south side of Alpine Drive from Nowthen Boulevard to the existing <br />trail. The portion of the trail outside of the plat is eligible for credit against the trail dedication <br />fees due for this project. <br /> <br />This project is close to Ramsey Elementary School and within walking distance of Alpine <br />Park. Construction of the trail along the south side of Alpine Drive will improve the access to <br />Alpine Park, eliminating the need to cross Alpine Drive when walking to the park. Land <br />dedication would be 10% or 1.7 acres, this would be a small park and not in keeping with <br />current park dedication practices. Park dedication and trail fee requirements should be <br />satisfied by a cash dedication. <br /> <br />Staff Recommendation: <br /> <br />Staff recommends park dedication for Skyline Pointe in cash $141,600 (59 lots @ $2,400). <br />Trail fees will be made in cash in the amount of $34,220 (59 lots @ $580.00). Construction of <br />the trail along the south side of Alpine Drive outside of the plat boundary will be credit <br />eligible. <br /> <br />Commission Action: <br /> <br />Motion to recommend park dedication in cash.
