Commissioner Shryock stated one of her concerns as they develop is to make sure they get trails
through.

Councilmember Elvig agreed.

ParkslUtilities Supervisor Riverblood stated they have passed an ordinance requiring sidewalks
in new developments, which will connect neighborhoods.

Mayor Gamec wondered if in the future they will need to look at getting a piece ofland to build a
larger park for all of the activities going on in the City.

Commissioner Shryock stated they have a lot of undeveloped land at Itasca Park.

Chairperson Johns thought they needed to get another Elmcrest Park in the City.

CounciImember E1vig stated when they developed the parking for EImcrest Park; they were
concerned if there was enough parking or too much parking. He stated the concern in the parks
is adequate parking.

Chairperson Johns stated this is a concern of theirs in the redevelopment of the older parks.

Councilmember Strommen thought the reason some of the parks in the City were underutilized is
because there is inadequate parking. She thought they needed to work on Rivers Bend because it
. is the only river access they have and the parking is inadequate.

Mayor Gamec stated the park system seems to be growing and all the parks he has visited have
been full of people.

Chairperson Johns stated the one thing she gets called on is to have more open area in parks and
not so much programmed space.

Mayor Gamec thought they could start to identify areas in the City for future purchases from
residents.

CounciImember Elvig thought they may want to put together a package to show prospective land
sellers what they could achieve by donating some land to the City and ways they could get a tax
break and amortize the land over a number of years.

Commissioner Lehman stated one area they should think about is a Community Center in the
Town Center area. This would bring new residents to the City together.

Mr. Olson stated they have been in discussions with a company to help plan the programming for
a Community Center since last fall. He stated this will need to be a public/private partnership but
the Council will need to buy into it.

Park and Recreation Commission/June 8, 2006
Page 4 of 6
