7. That the Applicant is proposing to develop the plat with single family urban residential lots. <br /> <br />8. That the City is currently in the process of updating the land use element of the <br /> Comprehensive Plan and the subject property is proposed to be designated for development <br /> with mixed residential uses. <br /> <br />9. That the proposed zoning admendment will not substantially adversely impair the use or <br /> market value of any surrounding property. <br /> <br /> 10.
