18. That the addition of two youth at the residence will not be hazardous or disturbing <br /> to existing or future neighboring uses. <br /> 19. That the addition of two youth at the residence will be served adequately by <br /> essential public facilities and services such as schools, parks, streets,police and fire <br /> protection. <br /> 20. That the addition of two youth at the residence will not create excessive additional <br /> requirements at public cost for public facilities and services. <br /> 21.
