11. <br /> <br />12. <br /> <br />13. <br /> <br />14. <br /> <br />15. <br /> <br />16. <br /> <br />That the proposed use will not substantially adversely impair the use, enjoyment, or market <br />value of any surrounding property. <br /> <br />That the proposed 'use will not be hazardous or disturbing to existing or future neighboring <br />uses. <br /> <br />That the proposed use will be a substantial improvement to property in the mediate <br />vicinity and to the community as a whole. <br /> <br />That the proposed use will be served adequately by public facilities and services such as <br />highways and streets. <br /> <br />That the proposed use will not create excessive additional requirements at public cost for <br />public facilities and services, and it will not be detrimental to the economic welfare of the <br />community. <br /> <br />That the proposed use will not involve uses, activities, processes, materials, and equipment <br />and conditions of operation that will be detrimental to any persons, property, or the general <br />welfare by reason of excessive production of traffic, noise, smoke, fumes, glare, or odors. <br /> <br />The motion for the adoption of the foregoing resolution was duly seconded by Councilmember <br />Beahen and upon vote being taken thereon, the following voted in favor thereof: <br /> <br /> Mayor Glen Hardin <br /> Councilmember Kenneth Peterson <br /> Councilmember Carolyn Beahen <br /> Councilmember Sheila Beyer <br /> <br />and the following voted against the same: <br /> <br /> None <br /> <br />and the following abstained: <br /> <br /> None <br /> <br />and the following were absent: <br /> <br /> Councilmember Gerald Zimmerman <br /> <br />whereupon said resolution was declared duly passed and adopted by the Ramsey City Council this <br />the I lth day of June, 1996. <br /> <br />ATTEST: <br /> <br /> ~~Xdministmtor <br /> <br />By~~ <br /> Mayor <br /> <br /> <br />
