Councilmember Peterson moved for the adoption of the following f'mdings of fact: <br /> <br />A <br /> <br /> RESOLUTION #96-11-332 <br />RESOLUTION ADOPTING FINDINGS OF FACT //0414 RELATING TO <br /> A REQUEST FOR A CONDITIONAL USE PERMIT <br /> FOR AN OFF-SITE ADVERTISING SIGN <br /> <br /> WHEREAS, Holm's Super Bowl, Inc. and Lakeview Development, Inc. of <br />Minnesota, hereinafter referred to as "Applicants", have properly applied for a Conditional <br />Use Permit for placement of an off-site advertising sign on the property generally known as <br />6740 Hwy. #10 N.W. and legally described as follows: <br /> <br />Lot 3, Block 1, RIVERSIDE WEST, Anoka County, Minnesota <br /> <br />(the "Subject Property") <br /> <br /> NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL <br />OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF <br />MINNESOTA, as follows: <br /> <br />That the Applicants appeared before the Planning Commission for a public heating <br />pursuant to Section 9.03.04 of the Ramsey City Code on September 3, 1996 and <br />that said public hearing was properly advertised and that the minutes of said public <br />hearing are hereby incorporated by reference. <br /> <br />That the subject property is located in the B-3 Highway Business District and is <br />approximately 1.3 acres in size. <br /> <br />3. That the surrounding parcels are also zoned B-3 Highway Business. <br /> <br />That the Applicants are proposing to place a 96 square foot permanent pylon sign <br />on the Subject Property that would advertise the bowling alley located at 6720 <br />Riverdale Drive N.W. <br /> <br />That Section 9.12.02 of the Ramsey City Code defines a billboard as a sign which <br />directs attention to a business existing elsewhere than upon the same lot where such <br />sign is displayed. <br /> <br />6. That Section 9.12.04 of the Ramsey City Code prohibits billboards in any district. <br /> <br />That the former owner of the bowling alley had a lawful non-conforming free- <br />standing sign on the Subject Property that advertised the bowling facility. <br /> <br />That upon inquiry prior to removal of the sign from the Subject Property, City Staff <br />informed the former owner that said removal would forfeit all non-conforming <br />rights to maintain an off-site advertising sign on the Subject Property. <br /> <br />That the new and current owner of the bowling alley, the Applicant, has stated that <br />the loss of advertising exposure on Hwy. #10 is creating an adverse impact on the <br />business. <br /> <br />10. <br /> <br />That Section 9.12.08 of the Ramsey City Code restricts commercial parcels to one <br />(1) ground or free-standing sign with a sign face not to exceed 100 square feet. <br /> <br /> <br />
