o

°

10.

Twelve 8" barrier wells located immediately south and east of the landfill
designed to be pumped at a rate of 25 gallons per minute that will act as a barrier
to prevent further spread of contamination from the landfill within the surficial
aquifer.

Eight 8" recovery wells located south-southeast of the landfill designed to be
pumped at a rate of 100 gallons per minute that will recover the contamination
plume that has moved away from the landfill within the surficial aquifer.

An underground collection system consisting of 4,100 feet of gravity sewer and
2,850 feet of force main to carry the pumped groundwater to the treatment
facility.

do

A groundwater treatment facility located south of the landfill. The treatment
facility will consist of two, 30~foot tall air stripping towers, two carbon filters,
building to house blowers and controls, one lift station, a sump to contain
cleaning water, and a discharge sump. The entire treatment facility will be
constructed on a concrete slab that is approximately 40 feet by 40 feet.

e. Approximately 6000' of 15" underground discharge pipe.

f. Approximately 600' of 36" reinforced concrete storm sewer.

That the barrier wells, three recovery wells, treatment facility and the majority of the
underground collection system have been constructed on landfill property. Five of the
recovery wells and the portion of the collection system associated with these wells have
been constructed east of landfill property in an area zoned residential. The discharge pipe
has been constructed in an area zoned industrial. This system is currently operating
beyond original expectations.

That the Applicant has stated that the treatment facility continues to operate in
accordance to the National Pollution Discharge Elimination System CNPDES) and State
Disposal System (SDS) Permit number MN 0060259 issued by the Minnesota Pollution
Control agency (MPCA).

That access to the treatment facility is by a private road located entirely on landfill
property.

That the Applicant has stated that their report "Aquifer Analysis", dated May, 1989,
evaluated impacts of the pumping operation on groundwater elevations and concluded
that no adverse effects were anticipated. The Applicant further states that if wells are
adversely affected, the owner will modify or replace the affected wells to maintain
service for affected parties. That the City received a copy of the "Aquifer Analysis"
report dated May, 1989, on April 2, 1991.

RESOLUTION #97-05-136
