Councilmember Musgrove introduced the following resolution and moved for its adoption: <br /> RESOLUTION #24-201 <br /> RESOLUTION APPROVING A PRELIMINARY PLAT,FINAL PLAT, SITE PLAN,AND <br /> AN ASSESSMENT AGREEMENT FOR "VOICE OF HOPE CHURCH" <br /> WHEREAS, The City of Ramsey received an application from Roman Andriychuk (the <br /> "Applicant") on behalf of Voice of Hope Church (the "Developer"), requesting Preliminary Plat, <br /> Final Plat, and Site Plan approval on the property legally described as follows: <br /> The North 627.94 feet of the East 727.00 feet, as measured along the East and North lines <br /> respectively, thereof, of Section 20, Township 32, Range 25, Anoka County, Minnesota <br /> (the "Subject Property"). <br /> WHEREAS, the Subject Property is zoned PI, Public/Institutional, which is a mixed-use <br /> zoning designation, and guided for rural developing land uses in the 2040 Comprehensive Plan; <br /> and <br /> WHEREAS, the Applicant is platting an unplatted 10.48-acre parcel into one buildable lot <br /> measuring 8.93 acres in size, one outlot for park dedication measuring 0.47 acres in size, and right- <br /> of-way dedication for both Armstrong Boulevard NW and a future extension of 157 h Avenue NW, <br /> necessitating the subdivision; and <br /> WHEREAS, the Applicant is proposing to construct an 18,547-square-foot building to hold a <br /> 500-seat assembly space and associated support spaces for Voice of Hope Church to operate; <br /> WHEREAS, the Applicant is also proposing to construct 261 parking stalls, which exceeds <br /> the required parking supply by 56.29 percent (94 stalls) and exceeds the maximum allowable <br /> parking supply by 41.85 percent (77 stalls), but is necessary to meet the Developer's parking <br /> demand for the proposed building. <br /> WHEREAS, all principal uses within the PI zoning district, and all religious institutions, <br /> require a formal Site Plan Review from Planning Commission and City Council; and <br /> WHEREAS, the Applicant appeared before the Planning Commission for a public hearing on <br /> July 25, 2024, that said public hearing was properly advertised; and <br /> WHEREAS, the Planning Commission reviewed the Preliminary Plat, Final Plat, Site Plan, <br /> and Assessment Agreement at their regular meeting on July 25, 2024 and recommended approval <br /> of all of the requests; and <br /> NOW THEREFORE, BE IT RESOLVED BY THIS CITY COUNCIL OF THE CITY OF <br /> RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br />
