That the Ramsey City Council hereby grants approval of the Preliminary Plat, Final Plat, and Site Plan for"Voice of Hope Church" on the Subject Property in accordance with relevant City Codes, subject to the following conditions: 1) Final legal form approved by the City Attorney. 2) Easement review by the City Engineer. 3) That the Developer enters into a Development Agreement with the City. 4) That the Applicant shall be responsible for all City costs incurred in administering and enforcing this Permit. 5) That the Applicant shall comply with all Staff comments as noted in ProjectDox. 6) That a separate building permit and sign permit(s) are required. 7) Securing all other necessary permits from other agencies and providing a copy of said permits to the City. 8) That the Developer enters into an Assessment Agreement with the City for the future construction of 157 h Avenue Northwest. 9) That Outlot A must be immediately deeded to the City upon recording of this plat. BE IT FURTHER RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: 1) That the Ramsey City Council hereby approves the assessment agreement titled "Road Improvement and Special Assessment Agreement, Waiver of Hearing and Appeal"for the future construction of 157 h Avenue Northwest and authorizes the Mayor and City Clerk to sign the agreement. This assessment agreement is required in lieu of constructing 157 h Avenue Northwest at this time. 2) The assessment agreement must be recorded with the plat against Lot 1. 3) That upon constructing 157th Avenue Northwest, the Developer shall construct a new primary driveway from the parking lot to 157th Avenue Northwest, and that the direct access to Armstrong Boulevard NW shall be restricted and only used as a secondary or emergency access.
