This permit is issued pursuant to Section 9.03.04 and 9.1.18 of the Ramsey City Code. The <br />conditions of this permit are as follows: <br /> <br />o <br /> <br />This permit shall expire two years from the commencement of operations and the Permit <br />Holder shall be responsible for providing the City with at least 48 hours advance notice of <br />the date of commencement of operations. <br /> <br />All grading operations shall be conducted in accordance with the grading plan, prepared <br />by Passe Engineering, Inc., dated March 11, 1997, revision date July 22, 1997. The <br />proposed area to be graded is roughly twenty-nine (29) acres in size. Excavation of the <br />entire area shall be permitted. Continuation of grading shall require finished grade areas <br />to be restored with six (6) inches of topsoil, seed and disc anchored mulch. <br /> <br />All equipment used for grading and hauling operations shall be maintained and operated <br />in such a manner to minimize noise, dust, and vibrations adversely affecting surrounding <br />properties. All equipment shall be kept in good repair. Failed equipment and rubbish <br />shall be removed from the work site regularly. <br /> <br />The ingress and egress to the Subject Property shall be onto T.H. #47 at the location <br />proposed for its intersection with 157th Lane NW The Permit Holder shall provide a 75 <br />foot long gravel approach at the access point onto T.H. #47 to minimize the tracking of <br />grading materials from the site onto the public roadway. Public haul roads beyond the <br />Subject Property shall be limited to State and County roadways. The Permit Holder shall <br />be responsible for obtaining and complying with any permits deemed necessary from <br />Mn/DOT. In addition, the Permit Holder shall be responsible for removing any spilled <br />material from the public roads immediately upon direction to do so by the City Engineer. <br />Failure to do so shall be cause for the City Engineer to order the necessary work to be <br />done and billed to the Permit Holder. <br /> <br />All work sites shall be properly safeguarded to prevent the general public from depositing <br />garbage or other refuse on the work site. <br /> <br />Existing tree and ground cover shall be preserved to the extent feasible. <br /> <br />Grading operations shall be conducted in such a manner to minimize interference with the <br />surface water drainage outside the boundaries of the operation. <br /> <br />Fencing may be ordered by the City Council or City Engineer anytime the permit is in <br />force and shall be installed within 24 hours of written notice. <br /> <br />All haul roads to and from the Subject Property shall be maintained in order to minimize <br />dust and in a condition satisfactory to the City Engineer. This work shall include <br />application of water, bituminous material, or calcium chloride to the road surface as may <br />be necessary to alleviate dust nuisance and eliminate traffic hazards.
