That the Applicant has stated that the current 10 acre minimum lot sizes in the Rural Service Area creates a practical difficulty because the division of the family estate among the Applicant's children was established as 2.5 acres per child in 1989, prior to the City's affirmation of 4 in 40 density restrictions and the increase to 10 acre minimum lot sizes in the Rural Service Area located generally north of Trott Brook. 10. That the special conditions causing the practical difficulty, namely the revised lot sizes and density restrictions occurring in 1990. do not result from the actions of the Applicants. 11. That if granted, the variance will not grant the Applicant any special privilege that is denied to other owners of lands in the same district. 12. That if granted, the variance will not impair an adequate supply of light and air to adjacent properties. 13. That if granted, the variance will not unreasonably increase the traffic in the public street. 14. That the variance requested is the minimum necessary to accomplish the intended purpose of the Applicants. 15. That if granted, the variance will not permit a use that is prohibited in the R-1 Rural Residential District. 16. That if granted, the variance will not increase the danger of fire or endanger the public safety. 17. That if granted, the variance will not unreasonably diminish established property values within the neighborhood.
