Couneilmember Haas Steffen introduced the following resolution and moved for its adoption: RESOLUTION #98-06-133 A RESOLUTION ADOPTING FINDING OF FACT #0460 RELATING TO A REQUEST FROM PHILLIP AND FRANCES TEETZEL FOR A CONDITIONAL USE PERMIT FOR A PRIVATE DOG KENNEL TO MAINTAIN MORE THAN TWO ADULTS DOGS ON A PARCEL OF PROPERTY. WHEREAS, the City of Ramsey received an application from Phillip and Frances Teetzel for a conditional use permit to maintain more than two adult dogs on the property generally known as 16405 Quartz Street N.W. and legally described as follows: Unplatted Ramsey Township, the part of the south 200 feet of the north 866 feet of the North Half of the Northeast Quarter of Section 16, Township 32, Range 25, lying west of the east 610 feet thereof and lying east of the following described line: Beginning at a point in the North Line of said North Half of the Northeast Quarter a distance of 933 feet west of the Northeast Comer thereof; thence south 0 degrees 26 minutes 35 seconds east 100 feet; thence south 17 degrees 56 minutes 35 seconds east 247 feet; thence south 0 degrees 26 minutes 35 seconds east 532.15 feet and there terminating. For purposes of this description, the North Line of said North Half of the Northeast Quarter is assumed to bear north 89 degrees 15 minutes 07 seconds west (subject to road easements over the west 33 feet thereof) together with an easement for road purposes in common with other users. (the "Subject Property"). NOW THEREFORE, BE IT RESOLVED BY THIS CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA that the findings of fact relating to the request are determined to be as follows: That on June 2, 1998, Phillip and Frances Teetzel, hereinafter referred to as "Applicants", properly applied for a conditional use permit for a private dog kennel to maintain more than two adult dogs on the Subject Property. That the applicants appeared before the Ramsey Planning Commission for a public hearing pursuant to Section 9.03.04 of the City Code on June 2, 1998, and that said public hearing was properly advertised and that the minutes of said public hearing are hereby incorporated as a part of these findings by reference. 3. That the Subject Property and surrounding parcels are zoned R-1 Rural Residential. 4. That the Subject Property is approximately one (1) acre in size. 5. That Section 9.02 of the Ramsey City Code defines dog kennel as any place where three or more dogs over three months of age are kept.
