Couneilmember Haas Steffen introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #98-06-133 <br /> <br />A RESOLUTION ADOPTING FINDING OF FACT #0460 RELATING TO A REQUEST <br />FROM PHILLIP AND FRANCES TEETZEL FOR A CONDITIONAL USE PERMIT <br />FOR A PRIVATE DOG KENNEL TO MAINTAIN MORE THAN TWO ADULTS DOGS <br />ON A PARCEL OF PROPERTY. <br /> <br /> WHEREAS, the City of Ramsey received an application from Phillip and Frances <br />Teetzel for a conditional use permit to maintain more than two adult dogs on the property <br />generally known as 16405 Quartz Street N.W. and legally described as follows: <br /> <br />Unplatted Ramsey Township, the part of the south 200 feet of the north 866 feet of the <br />North Half of the Northeast Quarter of Section 16, Township 32, Range 25, lying west of <br />the east 610 feet thereof and lying east of the following described line: Beginning at a <br />point in the North Line of said North Half of the Northeast Quarter a distance of 933 feet <br />west of the Northeast Comer thereof; thence south 0 degrees 26 minutes 35 seconds east <br />100 feet; thence south 17 degrees 56 minutes 35 seconds east 247 feet; thence south 0 <br />degrees 26 minutes 35 seconds east 532.15 feet and there terminating. For purposes of <br />this description, the North Line of said North Half of the Northeast Quarter is assumed to <br />bear north 89 degrees 15 minutes 07 seconds west (subject to road easements over the <br />west 33 feet thereof) together with an easement for road purposes in common with other <br />users. <br /> <br />(the "Subject Property"). <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THIS CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA that the findings of fact relating <br />to the request are determined to be as follows: <br /> <br />That on June 2, 1998, Phillip and Frances Teetzel, hereinafter referred to as "Applicants", <br />properly applied for a conditional use permit for a private dog kennel to maintain more than <br />two adult dogs on the Subject Property. <br /> <br />That the applicants appeared before the Ramsey Planning Commission for a public hearing <br />pursuant to Section 9.03.04 of the City Code on June 2, 1998, and that said public hearing <br />was properly advertised and that the minutes of said public hearing are hereby incorporated <br />as a part of these findings by reference. <br /> <br />3. That the Subject Property and surrounding parcels are zoned R-1 Rural Residential. <br /> <br />4. That the Subject Property is approximately one (1) acre in size. <br /> <br />5. That Section 9.02 of the Ramsey City Code defines dog kennel as any place where three or <br /> more dogs over three months of age are kept. <br /> <br /> <br />
