That the tower and equipment building are proposed to be constructed on an existing paved parking lot where planting vegetative screening is not an option; however, there is an existing tree line in the vicinity of the tower site that meets the screening requirement. That the Applicant has submitted support documents to the application consisting of a 4- page letter describing the proposal dated December 21, 1998 and authored by Jaymes D. Littlejohn from the Applicant's legal representative Hessian & McKasy; and a Elevation and Vicinity Map prepared by Minthelinks dated December 11, 1998, revision dated January 5, 1999. That the Applicant has stated that the tower will not cause any interference to any other broadcast systems. That the Applicant has stated that there will be no personnel stationed at the site and the base of the tower will be encompassed by a security fence to prevent unauthorized entry. That the Applicant has stated that the existing access to the Subject Property is adequate and no parking will be required because site visits will be infrequent and of limited duration. That City Code states that no new tower shall be approved unless the City Council finds that the equipment planned for the proposed tower cannot be accommodated on an existing or approved tower or building within a ½ mile radius of the proposed tower for various reasons including insufficient height to fimctional reasonably. That the Applicant has stated that there are no existing buildings in the ½ mile search area of a sufficient height to accommodate the proposed equipment. That there are two existing towers located .3 miles and 2.06 miles from the proposed Tower location that the Applicant states are not of a sufficient height to accommodate the proposed equipment so that it will function reasonably. That the City has engaged the services of a consultant to confirm that the existing tower in the ½ mile search area is not of a sufficient height to meet the needs of the Applicant. That the Applicant's submittal clearly states that the structure will be designed to accommodate two additional users. That the proposed use will not substantially impair the use or market value of surrounding properties. That the proposed use will not be unduly dangerous or otherwise detrimental to persons working in the vicinity of the use, or to the public welfare.
