Councilmember Zimmerman introduced the following resolution and moved for its adoption: <br /> RESOLUTION#99-42-045 <br /> RESOLUTION AUTHORIZING ACQUISITION OF PROPERTY FOR INDUSTRIAL <br /> PARK DEVELOPMENT. <br /> WHEREAS, the City of Ramsey (the"City) has previously developed land within the City <br /> for industrial development purposes known as industrial parks; <br /> WHEREAS, the City's current industrial parks are nearly fully developed with few <br /> remaining sites available for development; and <br /> WHEREAS,the City has an interest in developing industrial parks in order to attract <br /> industrial development by offering managed site control; and <br /> WHEREAS, site control allows the City to focus on quality development and manage <br /> growth development both of which are competitive advantages in attracting industrial <br /> development to the City; and <br /> WHEREAS, industrial park development encourages economic development by creating <br /> jobs in the City and increases property values; and <br /> WHEREAS, industrial park development allows for diversification of property tax dollars <br /> which reduces the property tax demand on residential properties; and <br /> WHEREAS, it is more difficult for the private sector to develop an industrial park than it <br /> is the public sector because of the large holding costs related to this type of development; and <br /> WHEREAS, the City continues to receive numerous inquiries about the availability of <br /> quality industrial sites within the City; and <br /> WHEREAS, the real property described below (the "Subject Property") can feasibly be <br /> connected to municipal utilities and has good development characteristics for development as an <br /> industrial park; and <br /> WHEREAS, the Minnesota State Colleges and Universities Board ("MnSCU") has <br /> expressed a strong interest in citing the Anoka-Hennepin Technical College campus within the <br /> City (the"Campus Site"); and <br /> WHEREAS,by its Resolution 99-02 The city has offered to MnSCU a forty acre <br /> site within the City on which to locate its future campus site; and <br />
