Councilmember Haas Steffen introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #99-03-051 <br /> <br />A RESOLUTION ADOPTING FINDING OF FACT #0487 RELATING TO A REQUEST <br />FROM GREGORY LANDOWSKI FOR A CONDITIONAL USE PERMIT FOR AN <br />OVERAGE IN THE AMOUNT OF ACCESSORY STRUCTURE SPACE ALLOWED ON <br />A PARCEL OF LAND, AND THE SINGLE BUILDING AREA AND HEIGHT <br />RESTRICTIONS <br /> <br /> WHEREAS, the City of Ramsey received an application fi:om Gregory Landowski for a <br />conditional use permit to exceed the total amount of accessory structure space and the size and <br />height restrictions on any one accessory building on the property generally known as 6131 Green <br />Valley Road and legally described as follows: <br /> <br />Lots 10 and 10A, Block 1, Green Valley Estates 2nd Addition, Anoka County, Minnesota <br /> <br />(the "Subject Property") <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THIS CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA that the findings of fact relating <br />to the request are determined to be as follows: <br /> <br />That on March 2, 1999, Gregory Landowski, hereinafter referred to as "Applicant", <br />properly applied for a conditional use permit to exceed the total amount of accessory <br />structure space and single building size and height restrictions on the Subject Property. <br /> <br />That the Applicant appeared before the Ramsey Planning Commission for a public hearing <br />pursuant to Section 9.03.04 of the City Code on March 2, 1999, and that said public <br />hearing was properly advertised and that the minutes of said public hearing are hereby <br />incorporated as a part of these findings by reference. <br /> <br />3. That the Subject Property and surrounding parcels are zoned R-1 Rural Residential. <br /> <br />4. That the Subject Property is approximately 10 acres in size. <br /> <br />That Section 9.11.02 of the Ramsey City Code states that on parcels of land 9.6 acres and <br />larger, the total square footage of the main garage and all accessory structures shall not <br />exceed 5,264 square feet and no single accessory structure shall exceed 4,400 square feet. <br /> <br />That the Applicant maintains horses on the Subject Property and is proposing to construct <br />an indoor riding arena. <br /> <br />That there are currently 2 accessory buildings on the property: an 836 square foot <br />attached garage and a 1,950 square foot barn, for a total of 2,786 square feet of accessory <br />building space. <br /> <br />That the Subject Property is entitled to a total of 5,264 square feet of garage and accessory <br />building space and deducting the existing accessory structure square footage of 2,786 <br />square feet leaves a remaining accessory structure allotment of 2,478 square. <br /> <br /> <br />
