10. <br /> <br />11. <br /> <br />12. <br /> <br />13. <br /> <br />14. <br /> <br />15. <br /> <br />16. <br /> <br />17. <br /> <br />18. <br /> <br />19. <br /> <br />20. <br /> <br />21. <br /> <br />22. <br /> <br />That the Applicant is proposing to construct a 13,200 square foot indoor riding arena <br />which is a 10,722 square foot overage in the total mount of accessory structure space <br />allowed on the property and a 8,800 square foot overage in the single building size <br />restriction. <br /> <br />That Section 9.11.02 Subd 5 of the Ramsey City Code restricts accessory building <br />heights to 22 feet in the rural residential district. <br /> <br />That the proposed indoor riding arena will measure approximately 25 feet 6 inches from <br />grade to roof peak. <br /> <br />That the City Code does allow accessory buildings to be sided with colored metal panels <br />on parcels greater than 2 acres in size. <br /> <br />That the Applicant is proposing to finish the exterior walls of the proposed riding arena <br />with light gray metal panels and white trim to match the existing home and barn on the <br />property. <br /> <br />That in accordance with Sections 5.09.04 and 9.20.11 of the City Code, the indoor riding <br />arena will be located at least 50 feet from any residence and 75 feet from any property <br />line. <br /> <br />That in a similar case, the City granted a conditional use permit for an indoor riding arena <br />that exceeded the total amount of accessory building space allowed by 26,395 square feet <br />and the single building size restriction by 11,445 square feet. <br /> <br />That the Subject Property is located in the City's designated Rural Service Area where <br />development is restricted to a 10 acre minimum lot size, with density restriction of 4 units <br />in 40 acres on a pro rata basis. <br /> <br />That the Subject Property is not expected to be included in the Metropolitan Urban <br />Service Area boundary in the near future. <br /> <br />That the proposed use will not adversely impact traffic in the area. <br /> <br />That the proposed use will not be unduly dangerous or otherwise detrimental to persons <br />residing or working in the vicinity of the use or to the public welfare. <br /> <br />That the proposed use will not substantially adversely impair the use, enjoyment, or <br />market value of any surrounding property. <br /> <br />That the proposed use will not be hazardous or disturbing to existing or future <br />neighboring uses. <br /> <br />That the proposed use will be served adequately by public facilities and services such as <br />highways and streets. <br /> <br />RESOLUTION #99-03-051 <br /> Page 2 of 3 <br /> <br /> <br />
