9. That the Applicants have stated that because of their proximity to the Wayside Park, they <br /> choose to have several dogs present for protection and security. <br /> <br />10. <br /> <br />That the Applicants have stated that the private kennel permit would facilitate their personal <br />security dogs and not include any commercial activities, including but not limited to <br />breeding, selling training, grooming or boarding. <br /> <br />11. That the Applicants have submitted a site plan that identifies the division of the property into <br /> three (3) fenced areas for the dogs. <br /> <br />12. That the Applicants has stated that three are kept outdoors and one is kept indoors, and the <br /> three outdoor dogs do have doghouses for inclement weather. <br /> <br />13. That on May 25, 1999 the Ramsey City Council granted the applicants Home Occupation <br /> Permit #99-05-094 for a commercial cattery. <br /> <br />14. That the proposed use will not adversely impact traffic in the area. <br /> <br />15. That the proposed use will not be unduly dangerous or otherwise detrimental to persons <br /> residing or working in the vicinity of the use or to the public welfare. <br /> <br />16. That the proposed use will not substantially adversely impair the use, enjoyment, or market <br /> value of any surrounding property. <br /> <br />17. That the proposed use will not be hazardous to existing or future neighboring uses. <br /> <br />18. That the proposed use will be served adequately by public facilities and services such as <br /> highways and streets. <br /> <br />19. <br /> <br />That the proposed use will not create excessive additional requirements at public cost for <br />public facilities and services, and it will not be detrimental to the economic welfare of the <br />community. <br /> <br />20. <br /> <br />That the proposed use will not involve activities and uses that will be detrimental to any <br />persons, property, or the general welfare by reason of excessive production of traffic, noise, <br />smoke, fumes, glare, or odors. <br /> <br />The motion for the adoption of the foregoing resolution was duly seconded by Councilmember <br />Zimmerman, and upon vote being taken thereon, the following voted in favor thereof: <br /> <br />Mayor Thomas Gamec <br />Councilmember Margaret Connolly <br />Councilmember Gerald Zimmerman <br />Councilmember Susan Anderson <br />Councilmember Terry Hendriksen <br /> <br />RESOLUTION #99-11-212 <br /> Page 2 of 3 <br /> <br /> <br />
