7. 1. <br /> CC Regular Session <br /> Meeting Date: 03/26/2024 <br /> Primary Strategic Plan Initiative: Address infrastructure needs. <br /> Information <br /> Title: <br /> Adopt Resolution#24-076 Accepting Bids and Awarding Contract for MSA Alpine Drive Reconstruction, <br /> Improvement Project#24-11 <br /> Purpose/Background: <br /> Purpose: <br /> The purpose of this case is to adopt Resolution#24-076 accepting bids and awarding a contract for MSA Alpine <br /> Drive Reconstruction, Improvement Project#24-11. <br /> Background: <br /> The 2024—2033 Capital Improvement Program(CIP) identifies Alpine Drive between Puma Street and <br /> Armstrong Boulevard(CSAH 83) for street reconstruction in 2024. Additionally,the CIP identifies extension of <br /> trunk watermain between Armstrong Boulevard and Puma Street to complete a critical watermain loop. <br /> Existing Conditions <br /> Alpine Drive is a 32-foot wide urban section with concrete curb and gutter,totaling 3,600 lineal feet(0.68 miles) <br /> in length. Most recent traffic counts indicate 2,050 average daily vehicles on the proposed segment. <br /> The existing pavement section is approximately 4.8-inches bituminous over 4.2-inches aggregate base, for an <br /> average total section thickness of 9.0-inches. <br /> Sanitary sewer,watermain, and storm sewer do not exist in the project area. Trunk watermain is located at both <br /> ends of the project, which is proposed to be connected with these improvements. Storm sewer runoff goes from <br /> the existing curb and gutter to the adjacent subdivisions,which are rural section with drainage swales. The <br /> drainage swales carry runoff to existing low areas,within drainage and utility easements.No upgrades to storm <br /> sewer, or changing of the drainage patterns is proposed with this project. <br /> An existing bituminous trail runs along the north side of Alpine Drive throughout the project area. Improvements <br /> to the trail are generally not proposed, however minor upgrades to 3 of the existing pedestrian ramps will occur. <br /> Project History <br /> On June 13,2023, the Ramsey City Council adopted Resolution#23-130, accepting and awarding a proposal to <br /> Bolton&Menk, Inc. for topographic survey of the project area. <br /> On June 27,2023, the Ramsey City Council adopted Resolution#23-129, accepting and awarding a proposal to <br /> Independent Testing Technologies Inc. for a geotechnical report of the project area. <br /> On August 22, 2023,the Ramsey City Council adopted Resolution#23-201, ordering plans and specifications for <br /> MSA Alpine Drive Reconstruction, Improvement Project#24-11. <br /> On November 14, 2023,the Ramsey City Council adopted Resolution#23-282, accepting and awarding a <br /> proposal to American Engineering Testing, Inc. for a stabilized full-depth reclamation mix design for the project. <br /> On January 16, 2024, the Ramsey Public Works Committee considered recommending City Council approval of <br />
