On this same date Resolution#24-030 was adopted,prohibiting parking <br /> on Alpine Drive between Armstrong Boulevard and Puma Street, as required for MSA approvals. <br /> Pavement History <br /> • 1977 Construction <br /> • 1981 & 1989 Crack Seal/Seal Coat <br /> •2002 Mill& Overlay <br /> •2007 &2017 Crack Seal/Seal Coat <br /> •2023 PASER Value of 3 <br /> •Ground Penetrating Radar Results <br /> 0 4.8-inch HMA average thickness <br /> 0 4.2-inch aggregate base average thickness <br /> 0 9.0-inch average section thickness <br /> Proposed Improvements <br /> This project proposes to reconstruct Alpine Drive between Puma Street and 400 feet west of Armstrong <br /> Boulevard(CSAH 83). On the east end this ties into the new pavement section built by Anoka County in 2023 as <br /> part of the Armstrong Boulevard and Alpine Drive roundabout project. City trunk watermain was also extended to <br /> the west side of Armstrong Boulevard as part of the roundabout project,to avoid future impacts. Watermain exist <br /> on the west end of the project area, sanitary sewer also exists near the west end of the proposed project area. The <br /> subdivisions on both sides of Alpine Drive are not within the MUSA. Sanitary sewer is not proposed to be <br /> extended,however trunk watermain is proposed to be extended between Armstrong Boulevard and Puma Street. <br /> This is a critical trunk watermain loop connection as all water west of Armstrong Boulevard,north of 147th <br /> Avenue are currently served from one trunk line. This is also identified in the 2040 Comprehensive Plan Water <br /> Plan. <br /> During design,the majority of concrete curb and gutter was found to be in good condition,however on the east <br /> block of the project all concrete curb and gutter is proposed to be replaced. The watermain construction will be via <br /> directional drilling, which will allow for spot concrete curb and gutter replacements on the rest of the project. <br /> Alpine Drive is a Municipal State Aid(MSA) street and must comply with State Aid design requirements. MSA <br /> design requires a 10-ton pavement strength design. This is proposed to be achieved using a 5-inch thick stabilized <br /> full-depth reclamation(SFDR)under 4-inches of new bituminous pavement. <br /> An existing bituminous trail runs in the boulevard along the north side of Alpine Drive throughout the entire <br /> project area. In general,this project does not propose any improvements to the trail,which has existing pedestrian <br /> ramps, generally compliant with current ADA requirements. During design Staff found drainage issues at two side <br /> streets, Iguana Street and Kangaroo Street. Drainage improvements will require replacing the concrete curb and <br /> gutter around the radii to the side streets, and result in three pedestrian ramps being replaced as well. <br /> Stormwater runoff along Alpine Drive is handled by carrying water in the curb and gutter to the adjacent <br /> neighborhood streets and associated drainage swales, eventually carrying runoff to existing low areas within <br /> drainage and utility easements.No additional improvement to the storm sewer system, such as adding curb inlets, <br /> are anticipated. <br /> Preliminary Schedule Remaining <br /> •Council awards contract to the lowest responsible bidder <br /> o March 26, 2024 <br /> •Contractor begins construction <br /> o On or around May 1, 2024 (dependent on contractor's schedule) <br /> • Substantial completion <br />
