The Commission is Evemed by the Board which is comprised of <br />a total of three Commissionersone of which is appointed by each Members. Each party <br />to this Agreement is a Member of the Board and shall d.etemine the eligibility and <br />gualifications of its representative on the Board. <br />j) Commissioner. Bach Member is responsible for appointing one person to serve <br />as its representative ("commissioner") on the Board. Each Member is <br />responsible for publishingapotice of a vacancy., whether resulting from <br />expiration of its Commissioner position or otherwise, as required in Minn. Stat. <br />103B.227, subd. 2. Each Commissioner shall have one vote on the Board and <br />must be present to vote. The Alternate Commissioner may attend all <br />meetings and soeak during the public input portion of the meeting, but is onlv <br />authorized to actively Participate in ancl vote at a Board meeting in the absence or <br />disabilitysf the appointing Member's Commissioner. If the absent Commissioner <br />is also an officer of the Board, the Alternate Commissioner shall no.t. be entitled to <br />serve as such officer. If necessary., the Board may select a cvrrent Commissioner <br />to_leii_pn °rarity undertake the duties of the absent officer. <br />(c) Subdivision 3Term. The term of each Commissioner and Alternate <br />Commissioner appeifitedshall be established by each Member City shalt be as <br />deterniined lber City and. A Member shall provide the Commission written notice of its <br />apnointments., including the resolution making the appointments or a copy el the <br />minutes of thc meeting at which the appointments were made. The Commission <br />shall notify BWSR of appointments and vacancies within 30 days after receiving <br />notice from the Member.
