The procedures to be Followed by the Board in carrying out-the-pwer <br />and -duties set forth in Articl-e VI Subdivis-ioa,1 5, 6, 7, S, 9, and 10, shall be as -set-ferth <br />Artige, <br />f_) Development. Each Member agrees to develop and maintain a Local Water Plan, <br />capital improvement program and official controls as necessary to bring local <br />water management into conformance with the Watershed Management Plan. The <br />development and implementation of Local Water Plans shall conform with all <br />requirements of the Act, including Minn. Stat §103R.235 and Minn. R., nart <br />8410.0160. Each Member shall submit its proposed Local Water Plan to the <br />Metropolitan ('ounciland the Board for yeview as required by Minn, Stat. §_ <br />103B,235. The Board shall consider anv comments on the Local Water Nam <br />received from the Metronolitan Council and shall act on said plans in accordance <br />with the Act. <br />(b) <br />4,4 Pollution Control and Water Quality, The Commission shall have the authority and <br />resnonsibilitv to protect and improve water Quality in the Watershed as this is one of the <br />main purposes set forth in the Act. All Members sree that they will refuse to allow the <br />drainap,e of sanitary sewage or industrial wastes onto any land or into any watercourse or <br />storms sewer draining into the Watershed, The Board may investigate on its own <br />initiative,. or request a Member to investigate, a complaint relatine to riollutio_n_of surface <br />water or groundwater draining into or affeetin the Watersbed. If the Board determines. <br />the Watershed is beinuolluted by an identifiable source, the Board may order the <br />Member to abate this nuisance and each Meilibcr agrees that it will take all reasonable <br />action available to it under the law Lo alleviate the pollution and to assist in nrotecting <br />and improving the water Quality of surface water and groundwater in the Watershed. <br />4.5 <br />Boundapf Chails. Any changes to the boundaries of the watershed shall be undertaken <br />in accordance with Minn. Stat § I 03B.215. <br />SECTION V <br />PROJECTS <br />5.1 CIP Projects and Limitations, <br />12) Approval. The Board may approve and authorize the carrvinu, out of CIP Projects <br />to farther the purposes of the Watershed Manaemem Plan. <br />(b) Subdivision--3Cross Boundaries.
