The process for undertaking a CIP Project is as follows. <br />(a) <br />Initiation. A CIP Project may be nronosed by a Member or by the Board based on <br />subwatershed assessments. lake/stream resource assessments1 inspections or a <br />prticular need or issue identified by a Member or the Board. The Board shall not <br />order a CIP Projectand no engineer shall be authorized by the Board to prepare <br />plans and specifications, before the Board has adopted a resolution ordering the. <br />CIP Project. <br />(b) Feasibility Studv. If reauested bv the Board. the Commission Engineer shall <br />study the feasibiliw of a proposed CIP PrKect ancl_spr ort its finclings to the Board,_ <br />The report shall include an opinion of probable cost and how the 2Loject would be <br />funded. The Board shall consider the feasibility study and decide whether to <br />proceed with the proposed protect. <br />Plan Amendments, Proposed CIP Proiects are amended into and made art of the <br />Watershed ivianagement Plan_ The process the Cpinmission rnust undertake to <br />amend a CTP Proiect into the Watershed Management Plan denends on whether it <br />constitutes a minor plan amendment or a rnaior plan amendment as described <br />bel <br />OW. <br />a) Minor Plan Amendment. The addition of a Drowsed CIP Proicct to the <br />Watershed Management Plan typically constitutes a minor plan amendment <br />that can he accomplished following the process set out in the Watershed <br />Manapment Plan and Minn. R., part 8410,0140, subpart 2. A public hearing <br />is not required for 4 minor plan amendment. <br />/Viaior Plan Amendment. If a Eposed amendment does not cwalifv as a <br />minor amendment. the Commission must undertake the maior Plan <br />amendment process to add the CIPproiect. to the Watershed. Management <br />Plan. The major Dian amendmentprocess is set out in the amendmept section <br />of the Watershed Management Plart, Minn. tat U0IB.231. subd. 11. and <br />Minn. R., nail 8410,0140. The public hearing required under Minn. tat <br />103B.231. subds. 11 & 7() for a rnaior plan amendment may be held in <br />conjunction with the public hearing required to request the County to levy <br />funds for the proigo under Minn.
