<br />Economic Development Consultant Mulrooney advised it is important for the EDA to receive <br />good legal advice on this whole matter. There is the issue of zoning and of the Comprehensive <br />Plan, which will carry weight regardless of the vision for the area. The vision would need to be <br />incorporated into the Comprehensive Plan or Zoning Ordinance quickly. <br /> <br />Chairperson Riley asked if there has been an official notice to all of the businesses in this area <br />about the change that will be coming. Economic Development Coordinator Sullivan responded <br />in the negative. <br /> <br />Economic Development Consultant Mulrooney commented people in the development <br />community throughout the Twin Cities area have a vision of Ramsey as what they see on Hwy <br />10. They do not see all the good things the community has been able to accomplish over the last <br />decade with the industrial and commercial base, and the jobs that have been created. Hwy 10 is <br />not a good image for the City. <br /> <br />Member Steffen suggested forming a Hwy 10 Task Force made up of the key businesses. <br />Chairperson Riley suggested the businesses have representation in the task force, but that it be <br />led by the City. <br /> <br />Economic Development Consultant Mulrooney indicated it would be worthwhile for the EDA to <br />talk with a community like Cottage Grove or Newport, as they went through a similar process <br />with the river, railroad track and highway. These cities went through a series of acquisitions and <br />relocations, and interchanges were built. <br /> <br />The consensus of the EDA was to direct staff to provide the Board with information on the <br />process followed by the City of Cottage Grove and to schedule an agenda item on a Council <br />work session to discuss the EDA's involvement in planning for the area south ofHwy 10 and the <br />creation of a Hwy 10 Task Force. <br /> <br />Economic Development Coordinator Sullivan indicated he will determine whether the first work <br />session in June is available for the EDA to meet with the Council. <br /> <br />Case #5: <br /> <br />Staff Update <br /> <br />The EDA reviewed the Staff Update. Economic Development Coordinator Sullivan reviewed <br />the new business prospects with the EDA, including Cullinan Rigging, a manufacturer, a large <br />manufacturer, and Nordvik Industries. Mr. Sullivan reviewed Business Communication <br />Initiatives. <br /> <br />Economic Development Coordinator Sullivan indicated there has been discussion about how <br />long the revitalization signs remain at sites. The thought process was that when a site is acquired <br />the sign would remain up throughout the process. Sometimes the signs remain on the site for a <br />long time without much activity on the site. The question is whether the signs are pulled down <br />on a temporary basis and put back up when there is activity on the site. He advised this is a cash <br />issue as well as an appearance issue, as every time the signs are pulled down and put back up <br /> <br />Economic Development Authority/May 18,2006 <br />Page 8 oflO <br />
