The EDA previously decided to hire out the service of removing and <br />putting up these signs. <br /> <br />Motion by Member Elvig, seconded by Member Kiefer, to direct staff to work with the Public <br />Works Department to incur the cost of removing and posting revitalization signs as a soft cost, <br />rather than the actual expenditure of hiring an outside company. <br /> <br />Further discussion: Chairperson Riley noted one of the reasons for hiring an outside company <br />was that the company would store the signs and keep them in good shape. Member Elvig <br />indicated the Public Works Department has just purchased sign making equipment and will have <br />the ability to do this type of work. <br /> <br />Motion carried. Voting Yes: Chairperson Riley, Members Elvig, Kiefer, LeTourneau, Steffen, <br />and Strommen. Voting No: None. Absent: Member Schindler. <br /> <br />The consensus of the EDA was to direct staff to have the sign currently posted at the Amoco site <br />removed. <br /> <br />Further discussion: Member Kiefer suggested the signs remain in one location for a time period <br />of four to six months. Member Elvig expressed concern that prospective developers may think a <br />site is already under lock when these signs are posted. Economic Development Coordinator <br />Sullivan noted past discussion was that individuals would contact him about a site that has a sign <br />posted. <br /> <br />The consensus of the EDA was that the revitalization signs remain posted in one location for a <br />time period of four to six months, and to direct staff to post an additional For Sale sign onto the <br />revitalization signs when a site is for sale. The For Sale sign should include the contact phone <br />number of the Economic Development Coordinator. <br /> <br />Economic Development Coordinator Sullivan reviewed the following Community Revitalization <br />Projects: 6030 Bunker Lake Boulevard NW; 14280 Sunfish Lake Blvd; 5175 142nd Avenue <br />NW; 14050 Basalt Street; and 14230 Basalt Street NW. Mr. Sullivan reviewed the following <br />items with the EDA: 14165 Ramsey Blvd NW; Loudi Delegation; Ramsey Crossings; <br />Additional Parcels Identified for Acquisition; and Special Legislation. <br /> <br />Member Strommen suggested the delegation that is currently in China provide a report to the <br />EDA when they return. <br /> <br />MEMBER INPUT <br /> <br />Member Kiefer inquired about the status on the issue of eminent domain with the recent <br />legislation. Economic Development Coordinator Sullivan replied the eminent domain legislation <br />recently passed. In his opinion the ability to assemble land for bigger projects has been taken <br />away, as condemnation for the sole purpose of economic development has been taken away. The <br />standard of proof as far as determining whether a property is substandard has been increased, and <br />the City must meet a tougher standard for public purpose.
