<br />Councilmernber <br />its adoption: <br /> <br />introduced the following resolution and moved for <br /> <br />-'_.~-.- ....- <br /> <br />-"- - - <br />_. _.' -0 _"L' - <br /> <br />RESOLUTION #83- <br /> <br />WHEREAS, the Ramsey City Council adopted Resolution #82-166 on the <br />21st day of December, 1982; and <br /> <br />WHEREAS, the subject of said resolution #82-166 is generally the <br />City Council's opposition to the siting of a hazardous waste facility in the <br />City of Ramsey; and <br /> <br />WHEREAS, certain additional information has now come before~the <br />City Council relative to this subject. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL, CITY OF RAMSEY, ANOKA COUNTY, <br />STATE OF MINNESOTA, as follows: <br /> <br />1) To amend Resolution #82-166 so that it reads as follows: <br /> <br />WHEREAS, the Minnesota Hazardous Waste Management <br />Board has proposed a hazardous waste site in the City of <br />Ramsey pursuant to a process and procedure distated by <br />the Minnestoa Waste Management Act; and <br /> <br />WHEREAS, the Ramsey City Council has been asked to <br />comment on this proposal as a part of the public input <br />process on the site selection; and <br /> <br />( - , <br />,-'- ) <br /> <br />WHEREAS, the City of Ramsey presently has had an <br />active landfill site within its boundaries since 1967; and <br /> <br />WHEREAS, AAoka County, with approval of the Metropolitan <br />Council; has proposed a future larger landfill site adjacent <br />to the existing site, which future site is known as Site <br />"pll; and <br /> <br />WHEREAS, the total acreage involved in the existing <br />site and Site lip" and related buffer areas is approximately <br />431 acres; and <br /> <br />WHEREAS, the City of Ramsey does not presently have <br />either municipal water or sanitary sewer service; and <br /> <br />WHEREAS, the City of Ramsey is located in between <br />the Rum River, which is protected by the DNR's Scenic <br />River Regulations, and the Mississippi River, which is <br />protected by the EPA's Critical River's Act; and <br /> <br />WHEREAS, the Mississippi River is a drinking water <br />source for Minneapolis and other down stream communities. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL, CITY <br />OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />1) To object strenuously to the location of a hazardous <br />waste disposal facility including the transfer, storage, <br />chemical treatment and incineration of hazardous waste <br />within its corporate boundaries because: <br />
